Today, the Prosecutor General’s Office of the Russian Federation held an operational meeting chaired by Prosecutor General Aleksandr Gutsan to review the performance of the prosecution authorities in the first half of 2026 and the implementation of previously issued instructions.
Opening the meeting, Russia’s Prosecutor General emphasized that, given the current conditions in the country, it is necessary not only to discuss the results of the work but also to identify areas requiring additional organizational and supervisory measures.
The top priority remains protecting the rights of participants in the special military operation and their families. In 27 regions, prosecutors have blocked unjustified refusals to grant land plots or compensation payments to Russia's defenders. At the same time, a comprehensive approach is needed to oversee how authorized agencies carry out their responsibility to help demobilized servicemen find employment.
One of the key areas remains the observance of the labor rights of citizens. In their defense, 19,100 lawsuits were filed for a total amount of 5.2 billion rubles.
Prosecutors have also put in place systematic monitoring of citizens' rights to timely, quality medical care and access to medications. Through lawsuits filed by prosecutors, 1,500 citizens were reimbursed for out‑of‑pocket expenses on medicines and medical supplies, totaling 150 million rubles; 1,800 people were provided with medications; more than 50 hospitals and clinics were repaired; and over 150 medical facilities were equipped with needed supplies.
Consistent work continued to protect the rights of minors.
The situation in the housing and communal services sector remains under special control. Inspections of compliance with legislation on pricing for utilities continued. Supervisory support is also required for the implementation of measures under regional programs for the overhaul of apartment buildings.
Daily monitoring of the prices of socially significant goods is being conducted, with particular attention paid to preventing unjustified price increases.
Issues of compliance with budget legislation remain under close scrutiny, especially in the implementation of national projects.
Supervisory measures continued in the area of protecting citizens’ rights to a favorable environment and ensuring environmental safety. In 11 regions, the unauthorized occupation of lands of specially protected natural areas by cottages, piers, fences, and retail facilities was stopped.
Among the priorities are issues of protecting the rights of entrepreneurs. To prevent unjustified administrative interference in business operations, 63.7% of unscheduled inspection requests were turned down.
Supervisory activities in the area of implementing anti-corruption legislation remain focused on suppressing cases of non-compliance by officials with their duties, prohibitions, and restrictions.
In connection with the preparations for the September elections of deputies to the State Duma, prosecutors must decisively suppress violations of electoral legislation and attempts at unlawful interference in voting.
Aleksandr Gutsan stressed that additional measures to strengthen the rule of law, ensure state security, and protect the rights and freedoms of citizens require coordinated work across key areas, the concentration of individual efforts on the areas most sensitive for citizens, and effective control over the timely and full implementation of assigned tasks.
