The program for the second day of Aleksandr Gutsan's working visit to Vladivostok began with a visit to the Memorial Complex “Battle Glory of the Red Banner Pacific Fleet Memorial”. Russia's Prosecutor General laid a wreath, honoring the memory of Pacific Fleet servicemen who fell during the Great Patriotic War and the war with Japan.
As a tribute to the many generations of servicemen who have served and continue to serve in the fleet, the head of the supervisory agency also laid flowers at the Monument to the Naval Infantry of the Red Banner Pacific Fleet, which was unveiled last November to mark the 320th anniversary of the founding of the Russian Naval Infantry.

Opening a meeting with U Soe Thein, Chairman of the Anti‑Corruption Commission of the Republic of the Union of Myanmar, Aleksandr Gutsan expressed his appreciation for the Chairman's willingness to speak at a session of the Eastern Economic Forum.
“The recent meeting between Russian President Vladimir Putin and President Min Aung Hlaing of the Republic of the Union of Myanmar underscores the strategic nature and positive momentum of bilateral relations,” the head of the Russian supervisory agency noted. “Cooperation between our law enforcement agencies is an important part of this process.”
Russia's Prosecutor General emphasized that a favorable business climate and trusting relations are closely linked to the unacceptability of corruption, and called combating it a shared task for the two agencies.
“Over recent years, a solid foundation for joint fruitful activity has been established between the Prosecutor General's Office of the Russian Federation and the Anti‑Corruption Commission of the Republic of the Union of Myanmar,” the head of the Russian supervisory agency said with confidence, particularly highlighting the relevance of events held under the cooperation programs.
Addressing his foreign colleague, Aleksandr Gutsan invited representatives of the Commission he heads to take part in the work of the jury of the International Youth Competition of Social Anti‑Corruption Advertising “Together Against Corruption!”.
Russia's Prosecutor General noted that last year nine entries were received from Myanmar, and one of the participants took first place. “This shows that the rejection of corruption resonates with the younger generation, and that ties between our countries are strengthening not only at the level of state institutions, but also of civil society,” Aleksandr Gutsan said.
The meeting concluded with the signing of a Cooperation Program for 2027–2028, under which expert consultations and exchanges of anti‑corruption practice will continue.

Welcoming Om Yentieng, President of the Anti‑Corruption Unit of the Kingdom of Cambodia, Aleksandr Gutsan thanked him for his participation in the 2026 Eastern Economic Forum.
“It is symbolic that today's meeting takes place in the year marking the 70th anniversary of the establishment of diplomatic relations between Russia and Cambodia. Over these years, our countries have become reliable partners,” Russia's Prosecutor General noted. “Partnership ties are developing in agriculture, energy, industry and logistics. Educational programs and cultural exchanges are being implemented.”
Aleksandr Gutsan drew attention to the fact that the signing of the Treaty on the Transfer of Persons Sentenced to Deprivation of Liberty this year is evidence of the high level of legal cooperation: “A constructive and substantive dialogue has been established between the Prosecutor General's Office of the Russian Federation and the Anti‑Corruption Unit of the Kingdom of Cambodia.”
Following the signing of the Memorandum of Understanding last May, the agencies have held events on the use of modern digital technologies, the conduct of anti‑corruption reviews of normative legal acts and staff training.
The head of the Russian supervisory agency informed his foreign colleague that the International Youth Competition of Social Advertising “Together Against Corruption!” is a flagship anti‑corruption project of the Russian Prosecutor General's Office, open to citizens of all countries.
“I take this opportunity to invite the youth of the Kingdom of Cambodia to take part. I would also be grateful for the participation of representatives of the Anti‑Corruption Unit you lead in the work of the international jury of this competition,” Aleksandr Gutsan said.
At the conclusion of the talks, a Cooperation Program was signed, comprising events on exchange of experience in financial investigations, the prevention of corruption offences and the recovery of criminally acquired assets.

During the meeting with the Attorney General of the Kingdom of Thailand, Itthiporn Kaewthip, Aleksandr Gutsan noted that relations between the two countries are developing dynamically and constructively, based on the principles of respect for sovereignty, consideration of each other's interests and strict compliance with international legal norms.
The head of the Russian supervisory agency recalled that a Cooperation Agreement is in force between the Prosecutor General's Offices of Russia and Thailand, and two programs have been successfully implemented.
The updated Program for 2027–2028, signed by the parties following the talks, provides, among other things, for discussions on topical issues of combating crime in the tax, financial and banking sectors, illicit trafficking in digital currencies, as well as the protection of entrepreneurs' rights.
