- The Prosecutor General's Office of the Russian Federation
On the instructions of the Russian Prosecutor General Aleksandr Gutsan, Deputy Prosecutor General of the Russian Federation Petr Gorodov, in the city of Lianyungang, People's Republic of China, headed the Russian interagency delegation at the founding conference of the International Alliance Combating Telecom and Cyber Fraud. Its composition included representatives of the Russian Prosecutor General's Office, the Russian Ministry of Foreign Affairs, and the Russian Ministry of Internal Affairs.
In his speech, Petr Gorodov supported the initiative of Chinese partners to create the alliance, noting that the cross-border nature of digital fraud requires coordinated actions by law enforcement agencies of different states.
"We consider it vital that the alliance becomes a working mechanism focused on concrete results from the first days," emphasized the Deputy Prosecutor General of Russia.
The Russian side proposed focusing work on four practical areas. In particular, on the creation of secure communication channels and prompt exchange of information about criminal infrastructure and its organizers, on the immediate preservation and transfer of electronic evidence, on coordinated actions for the search, arrest, confiscation, and return of criminal proceeds, and on joint analysis of new fraud schemes, exchange of technologies, and training of specialists.
Petr Gorodov noted that the universal legal basis for such interaction is laid by the UN Convention against Cybercrime.
The Russian side's readiness to participate substantively in the coordination of the draft founding document of the alliance prepared by the Ministry of Public Security of China was confirmed. "We proceed from the assumption that its activities will be built on equality, respect for state sovereignty, and mutual trust," stated Petr Gorodov.
Earlier, a representative of the Prosecutor General's Office of the Russian Federation spoke in Lianyungang at a sub-forum on cybersecurity, where he presented the Russian draft additional protocol to the UN Convention against Cybercrime. Attention was drawn to the fact that the ideas of criminalizing dangerous cross-border acts contained in it correspond to the position of China and a number of other countries. The representative of the Russian supervisory agency called on interested states to unite efforts at the upcoming negotiations in the UN Ad Hoc Committee in January 2027, emphasizing that the promotion of the earliest entry into force of the Convention and the preparation of the protocol should go in parallel in the interests of the security of states and the protection of citizens.
