For the first time, the Prosecutor General's Office of Russia hosted a meeting between the Prosecutor General of the Russian Federation Igor Krasnov and the Head of the Federal Commission of Integrity of the Republic of Iraq Haider Hanoon

The Federal Commission of Integrity is an independent public body responsible for combating corruption in Iraq. It investigates corruption cases, proposes amendments to legislation to combat corruption and develop a culture of integrity, honesty, and transparency, requests information on income and expenses from Iraqi officials, and promulgates a code of conduct for public sector employees. It also prepares relevant researches and educational materials, public events and media materials.

Welcoming the foreign delegation, the Prosecutor General of Russia thanked Haider Hanoon for the initiative in holding this meeting. He noted that Russian-Iraqi relations have a long history. “As the Russian President Vladimir Vladimirovich Putin noted ahead of the visit of Mr. Prime Minister of Iraq Muhammed Al-Sudani to Moscow, Russia has maintained very close and trusting relations with your country for many decades,” Igor Krasnov said. “And today, it is interested in stability and security inside Iraq.” The head of the Russian supervisory agency drew attention to the bilateral ties that continue to develop in a number of areas in the economic sphere, especially energy, logistics, and military-technical cooperation.

Igor Krasnov expressed confidence that significant potential lies in the ability to build deep and constructive interaction between the law enforcement authorities of Russia and Iraq. “Joint work can be carried out at key cross-border anti-corruption platforms, for example, UN working groups and the Global Network of Anti-Corruption Law Enforcement Authorities, where our representatives are members of the Steering Committee,” the Prosecutor General of Russia believes.

The head of the Russian supervisory agency said that the Prosecutor General's Office of Russia, together with the UN Office on Drugs and Crime, for more than 10 years, have been conducting annual training courses for focal points and governmental experts from various countries of the world participating in the UN Convention against Corruption Review Mechanism. In total, trainees from more than 65 countries have been trained in Russia. “We will be glad to see your subordinates at these courses next year as well,” noted the Prosecutor General of Russia. “I see no less potential in the development of contacts in the scientific and educational sphere in general. I know that you are planning to visit our departmental University tomorrow, where you will be able to get acquainted with its capabilities, and I am confident that this visit will be the starting point for establishing strong bilateral ties.”

Igor Krasnov said that the General Prosecutor's Office of Russia is the organizer of the annual International Youth Competition of Social Anti-Corruption Advertising. This year, over 11 thousand entries were submitted through the official website of the competition, which are subsequently shown at numerous exhibitions, including international ones. For the first time, young people from Iraq took part in the competition. “I hope for your support for this event and its further popularization in Iraq,” the head of the Russian supervisory agency said. “Moreover, I invite you to join the international competition jury to determine the winners and awardees, who are traditionally announced on December 9, the International Anti-Corruption Day.”

In conclusion, Igor Krasnov emphasized that the Russian prosecution service is open for dialogue. He called today’s signing of the memorandum of understanding a landmark event, which emphasizes the common focus on developing and strengthening bilateral ties in areas of mutual interest. “I will also be glad to hear your ideas and proposals for establishing fruitful cooperation,” Igor Krasnov noted.

The meeting resulted in the signing of the Memorandum of Understanding between the Prosecutor General's Office of the Russian Federation and the Federal Commission of Integrity of the Republic of Iraq on bilateral cooperation in the field of preventing and combating corruption.

In accordance with it, the parties will work on strengthening bilateral cooperation in this area, for which it is planned to form a joint working group.
