Meeting of Prosecutors General of the Member States of Shanghai Cooperation Organization was held in Kirgizia

Today, on 1 October 2019, the 17th Meeting of Prosecutors General of Shanghai Cooperation Organization (SCO) Member States was held in the city of Bishkek (Kyrgyz Republic), attended by the heads of the prosecution services of the SCO Member States: India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan, as well as representatives of the SCO Secretariat, the CCPG of the CIS Member States, the SCO Regional Anti­Terrorist Structure, and the International Association of Prosecutors (IAP).

The heads of prosecutors' offices of the SCO observer states and dialogue partners: Afghanistan, Armenia, Belarus, Iran, Cambodia, Mongolia, Nepal, Turkey and Sri Lanka were also invited to participate in the event.

The main theme of the Meeting was “Strengthening Interaction and Cooperation of Prosecutor General’s Offices of the SCO Member States in Countering the Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and Their Precursors”.

Head of the Russian delegation, First Deputy Prosecutor General of the Russian Federation Alexander Buksman, in his presentation said that the law enforcement bodies of Russia every year identify more than two hundred thousand crimes related to the illicit trafficking of narcotic drugs, psychotropic substances and their precursors. More than 20 tons of drugs and potent substances are seized from illegal trafficking. There has been a reduction in the heroin segment of the illegal drug market. As a result, opiates are actively superseded by synthetic drugs. Therefore, the work continues to improve Russian national anti-drug legislation, including the establishment of state control measures for new types of drugs.

Much attention is devoted by law enforcement and other government agencies to combating drug smuggling.

The trend to use new technologies for distribution of drugs is continuing. Mobile communications and the Internet relieve criminals from the need for personal contact with customers, the “dark network” (darknet) allows users to buy prohibited substances using cryptocurrency. In recent years, this illegal market has been growing rapidly.

In 2018-2019, in fact every fifth or sixth act related to the illegal production or sale of drugs was committed with the use of information and telecommunication technologies (more than 30 thousand).

Alexander Buksman emphasized that in the context of the internationalization of criminal activity, the success of justice is increasingly dependent on the efficiency of international anti-criminal cooperation. Russian party effectively interacts with the competent authorities of foreign countries in countering illicit trafficking of narcotic drugs.

Based on the results of sharing national experience, a protocol of the meeting was signed, which reflects the intention of its participants to consolidate efforts and increase the efficiency of cooperation in combating illicit trafficking of narcotic drugs, psychotropic substances and their precursors, as one of the most important areas in combating transnational organized crime.

Agreements were reached on strengthening international cooperation, including in extradition and legal assistance in relevant criminal cases, as well as improving the efficiency of legal assistance.

The need was confirmed for further exchange of regulatory legal acts, reference, methodological, information-analytical, scientific and other materials in this area, for the development of interaction between training and educational organizations of prosecution services of the SCO Member States, for expansion of cooperation with prosecutors of the SCO observer states and dialogue partners, as well as with the relevant structures of regional and international organizations.

It was decided to hold bilateral and multilateral events on countering illicit trafficking of narcotic drugs, psychotropic substances and their precursors.

The next meeting of Prosecutors General of the Member States of the Shanghai Cooperation Organization will be held in the Republic of Uzbekistan in the autumn of 2020.
