The 83rd Plenary Meeting of the Group of States against Corruption (GRECO) was held in Strasbourg. The Russian delegation headed by the First Deputy Prosecutor General of the Russian Federation Alexander Buksman took part in the event.
The Plenary Session was preceded by the Conference marking the 20th anniversary of GRECO, which was attended by Thorbjom Jagland, Secretary General of the Council of Europe, Lillian Maury Pasquier, President of the Parliamentary Assembly of the Council of Europe (PACE), representatives of reputable international organizations (including the UNO and OSCE), Ministers of Justice and other high-level representatives of the states - participants of GRECO. The participants in the Conference noted the importance of the GRECO work, the usefulness and significance of its recommendations for the implementation of anti-corruption policies of states, emphasized the growing role of this organization in the development of international anticorruption standards.
At the same time, it was noted at the plenary part of the event that, despite the successes achieved at the international and national levels, the problem of corruption requires the closest attention of all GRECO member states. Moreover, in a number of European countries the quality of anti-corruption measures is declining. In this regard, President of GRECO Marin Mrcela stated that a significant number of countries continue to ignore GRECO recommendations and are subject to a special procedure of enhanced monitoring applied to violators.
Most speakers stressed the need to ensure greater compliance with European anti-corruption standards, to strengthen the role of Council of Europe institutions in shaping national anticorruption policies of member states and in coordinating international cooperation between their anti-corruption bodies, which should be autonomous and independent of other authorities; the advisability of further establishment of mechanisms that would make GRECO more responsive to negative trends in the development of anti-corruption legislation and law enforcement in the participating states.
The President of GRECO once again emphasized the expert nature of the organization, the unacceptability of politicizing its activities and introducing the ranking of member states according to any indicators that characterize the level of anti-corruption activities.
At the Plenary Session, the Second Addendum to the Compliance Report on the Russian Federation on the themes “Incriminations” and “Transparency of Party Funding” was adopted in the framework of the Third Evaluation Round.
After the adoption of this Report, the Third Evaluation Round on the Russian Federation was completed and the relevant monitoring procedures by GRECO were terminated.
According to the established practice of GRECO, the publication of the Report in Russian will be carried out simultaneously with its publication in English and French on the official website of GRECO.
After completion of the translation, the Second Addendum to the Compliance Report on the Russian Federation in the framework of the Third Evaluation Round will be published on the official website of the Prosecutor General’s Office of the Russian Federation on the Internet.
