The Prosecutor General's Office of Russian Federation participated in the 3d Meeting of the G20 Anti-Corruption Working Group Meeting

On 18-19 October 2016 in Paris (France) 3d Meeting of the G20 Anti-Corruption Working Group Meeting (furthermore referred to as the ACWG) was held.

The Russian delegation was composed of representatives of the Ministry of Foreign Affairs of Russia and the Prosecutor General's Office of Russian Federation The Meeting of the ACWG was held under co-chairmanship of the UK and China. Besides delegations from the from countries of the G20, representatives from Kazakhstan, Singapore, Egypt, Switzerland participated as well as representatives from such international organizations as UNODC, FATF, OECD, the World Bank, the European Union and others.

The Main topic of the event was discussing draft of the plan of anti-corruption events of the ACWG for 2017-2018 which defines key directions for implementing of the G20 anti-corruption Action plan for 2017-2018 which was adopted by leaders of the states in the course of G20 Summit in September this year. Draft plan was discussed during two days of meetings and got significant amount of proposals and remarks from participants including the Russian delegation, and upon follow-up was accepted.

Also representatives of the China delegation informed about establishing and functioning of the G20 science-and-research centre on matters of repatriation of persons hiding from justice, in connection with the corruption offences committed by them, and asset recovery, which China proposed to establish at its own expense during previous session of the ACWG in June this year in London.

Representatives of the OECD presented review of best practices on using of open data for combating corruption.

Also other topical issues of international cooperation in the sphere of combating corruption were discussed on the event, including role of business and civil society in combating corruption, honesty and incorruptibility in state sector, importance of anti-corruption education and enlightment, possibility to ban entrance to the states for persons who committed corruption crimes and also necessity to continue work on implementation in the acting legislation of states of the provisions of key international anti-corruption conventions.

Furthermore participants discussed issue of corruption influencing economic development of states. The profile workshop was held on 17 October 2016 in the OECD headquarters in order to discuss this problem.

Besides delegations of the 3d Session of the ACWG in this workshop participated representatives of science, educational and research institutions of the UK, USA, China, Italy and also number of international organizations - UNODC, OECD and the World Bank, which in their reports reflected influence of corruption and anti-corruption reforms on economic development of states, and also existing strategies aimed at decrease of level of corruption in the state and private sectors and also brought some light on the existing positive experience in this sphere.

Also on the margins of the session of ACWG on 17 October 2016 under chairmanship of India meeting of representatives of anti-corruption authorities of BRICS states was held.

On this meeting the Russian delegation was presented by the Ministry of Foreign Affairs, the Prosecutor General's Office of the Russian Federation and the Federal Financial Monitoring Service of Russia.

Key topic of session was discussion of the project, proposed by the Russian delegation, of the International Convention of recovery of illegal assets developed and drafted by the Federal Financial Monitoring Service of Russia.
