Sochi to Host Opening Ceremony of the 7th Regional Conference of the International Association of Prosecutors for Countries of Central and Eastern Europe, Central Asia

Today, on November 9, 2015, the Prosecutor General of the Russian Federation Yury Chayka opened the meeting of the 7th Regional Conference of the International Association of Prosecutors (IAP) for the Countries of Central and Eastern Europe, Central Asia that is being held in Sochi.

The opening ceremony began with a minute of silence in memory of those killed in a plane crash in Egypt.

The International Association of Prosecutors is a non-political and non-governmental international organization that brings together 250 thousand prosecutors from nearly 150 countries in the world. It was established in June, 1995 at the UN Office in Vienna, Austria. The main reason that led to its formation was a rapid increase in transnational crime.

The overall topic of the conference is "Combating Terrorism and Violent Extremism".

This specific topic was chosen since the acts of terrorism and violent extremism, including on the grounds of escalation of ethnic and religious conflicts that currently pose a serious threat to social and political stability not only of some countries, but also of the whole world community.

Exchange of national experience of prosecutorial participation in the fight against terrorism and extremism will contribute to improving practices to counteract these phenomena and to strengthen international cooperation of prosecutors in this area.

The Prosecutor General of the Russian Federation Mr. Chayka welcomed the participants and highlighted a number of problematic issues in the prosecutorial work to be presented for discussion in the next two days.

He stressed that the topic of the conference has been determined by an acute situation in the world. Mr. Chayka said: "Now, it is clear that in order to effectively fight with these threats, the civilized world can use only joint efforts. This requires adoption of the principled and decisive actions, especially in the field of law enforcement. Currently, radical groups committing crimes on ethnic or religious grounds are threatening the stability and peace in many states of the world, including the Eurasian continent. International terrorist organizations (the Islamic State, the Nusra Front, etc.) have turned Syria and Iraq into a battleground. Along with this, there has been a very dangerous problem for all – return of the terrorists from areas of armed conflict in their countries to participate in the recruitment of new members of international terrorist organizations, as well as preparation of terrorist acts".

According to the Prosecutor General of the Russian Federation, another challenge is presented by the large-scale information war deployed by terrorists on the Internet and primarily in social media, engaging numbers of mercenaries from many countries with such resources.

Mr. Chayka underlined the necessity for efforts to develop the most effective means that could prevent acts of terrorism and violent extremism. He highlighted five main directions of joint efforts:

improvement of legal framework of cooperation;

development of law enforcement practice;

continuation of the process of bringing domestic law of the countries in compliance with the international standards;

cooperation in the field of information and methodological support;

cooperation in the field of training.

The Prosecutor General of the Russian Federation concluded his speech: "We, prosecutors, are out of politics. I think everyone agrees: political processes of modernity, the cooling of international relations and their complications cannot obscure the main thing – the desire of the world prosecutorial community to discuss and propose realistic ways of counteraction to the global threats faced by our states. Thus, we are demonstrating to the world our mutual trust, will, unity and cohesion in the topical issues on the agenda".

Welcoming remarks were also made by the President of the International Association of Prosecutors Gerhard Jarosch. He noted the importance of the topic discussed and reminded that it was the terrorist attack that killed the Prosecutor General of Egypt Hisham Barakat this year.

He thanked Mr. Chayka for organizing this important event and the opportunity to discuss topical issues.

In total, the Sochi conference was attended by over 120 people from 35 states and 9 international bodies and organizations, including the United Nations, the Organization for Security and Cooperation in Europe, Council of Europe, and the Shanghai

Cooperation Organization. Moreover, the participants came not only from Central and Eastern Europe, Central Asia, but also from the United States of America, several states in Latin America, Western Europe, Middle East, Africa, Western and South Asia.

In addition to topical presentations, the conference will host workshops, including on combating the financing of terrorism, blocking terrorist Internet sites abroad, as well as cooperation of authorities with civil society, including media, religious leaders and business representatives, in the prevention of terrorism.

In addition, with the aim of reaching an agreement on the establishment of prosecutorial cooperation on the sidelines of a conference, there will be the first meeting of the heads of Prosecutor’s Offices of the BRICS countries (Brazil, Russia, India, China, South Africa), during which participants will discuss the objectives, main directions and organizational forms of interaction.

It is also expected to hold several bilateral meetings, following the results of which participants will sign agreements and Memorandums.
