On November 2 – 6, 2015, St. Petersburg hosted the 6th session of the Conference of the Member States of the UN Convention against Corruption. The event was attended by about 3 thousand participants from 162 countries, 88 non-governmental organizations, 12 organizations associated with the UN, and 9 intergovernmental organizations. The conference participants held 11 plenary sessions and 34 special events, as well as numerous meetings and consultations.
The Russian delegation was represented by 53 participants from various ministries and departments of the Russian Federation headed by the Deputy Minister of Foreign Affairs of the Russian Federation Oleg Syromolotov.
Participants from the Prosecutor General’s Office of the Russian Federation and the Academy of the Prosecutor General’s Office of the Russian Federation were presented in the Conference by the Head of the Department for Supervision over Execution of Legislation on Combating Corruption Yury Semin, Deputy Head of the Department for Supervision over Execution of Legislation on Combating Corruption Aslan Yusufov, Vice-Head of the Academy of the Prosecutor General’s Office of the Russian Federation Victor Kazakov, Senior Prosecutor of the Second Division of the Department of Legal Assistance of the General Department of International Legal Cooperation Olga Mukhina, and prosecutor of the Department for Supervision over Execution of Legislation on Combating Corruption Andrey Onufrienko, who actively participated both in plenary sessions of the Conference and in the events held on the margins of it.
Thus, Mr. Semin took part in the special event in the format of "round table" organized by the Chamber of Commerce and Industry of the Russian Federation jointly with UNODC and the Institute of Legislation and Comparative Law under the Government of the Russian Federation, with the support of the Presidential Administration of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Justice of the Russian Federation. The topic of the meeting was "Practice of Interaction between Government and Business in Combating Corruption". In the course of the meeting, Mr. Semin made a presentation on the topic "Interaction of Bodies of the Prosecutor’s Office of the Russian Federation with Civil Society Institutions in the Field of Counteraction against Corruption" and also gave an interview on the results of the event.
Mr. Yusufov met with experts on international cooperation, highlighting the experience of the Russian Federation in the issues on return of assets stolen in the commission of corruption crimes. He also attended the plenary meeting devoted to the analysis of the implementation of the UN Convention against Corruption.
Among other things, on the margins of the Conference, representatives of the Prosecutor General’s Office of the Russian Federation held bilateral meeting with the delegation of the Gabonese Republic. The meeting representatives shared best practices in combating corruption and reached an agreement on the elaboration jointly with the UNODC of the possibility of holding training courses for contact persons and governmental experts from Africa, participating in the review mechanism on the implementation of the UN Convention against Corruption.
Following the results of the 6th session of the Conference of the Member States of the UN Convention against Corruption, the session participants adopted 12 resolutions, including the Russian-proposed initiative, finally entitled as "St. Petersburg Declaration on Promoting Public and Private Partnership in Preventing and Combating Corruption". Co-authors were presented by 25 countries from Asia, Africa, Middle East and Latin America. The session participants also decided to start a second cycle of the review mechanism on the implementation of the UN Convention against Corruption, which will be devoted to Chapter II "Measures for Preventing Corruption" and Chapter V "Measures on Asset Recovery" of the said Convention.
