Today, on 13 October 2015, the Prosecutor General’s Office of the Russian Federation hosted the meeting between the Deputy Prosecutor General of the Russian Federation Alexander Zvyagintsev and the President of the Supreme Court of the Republic of Panama Jose Eduardo Ayu Prado Canals.
The meeting was attended by the Extraordinary and Plenipotentiary Ambassador of the Republic of Panama in the Russian Federation Miguel Humberto Lekaro Barcenas, heads of departments of General Prosecutor of the Russian Federation and the Supreme Court of the Republic of Panama.
Mr. Zvyagintsev informed the visitors on the goals and functions, and organizational structure of the Prosecutor General’s Office of the Russian Federation. He stressed that the activities of the Prosecutor General’s Office of the Russian Federation are aimed at ensuring the rule of law, protection of rights and freedoms, interests of society and the state. The Prosecutor General’s Office of the Russian Federation also coordinates the work of all Russian law enforcement agencies in combating crime.
He also noted that according to the Constitution of the Russian Federation, the prosecution service does not belong to any branch of power, and it is a single centralized system within which the lower level prosecutors are subordinate to their superiors and the Prosecutor General.
The Deputy Prosecutor General of the Russian Federation further informed that the prosecution system consists of the Prosecutor General’s Office, prosecutor’s offices of constituent entities of the Russian Federation, prosecutor’s offices of cities and regions, other territorial prosecutor’s offices and prosecution agencies of equivalent status, namely military, environmental, transport public prosecutor’s offices, specialized prosecutor’s offices for supervision over compliance with laws in correctional facilities, as well as scientific, educational, medical and health-improvement facilities, and editorial offices of print editions.
In his speech, he briefed in detail the participants of the meeting on the procedure of appointment and dismissal from office of the Prosecutor General and his deputies, prosecutors of constituent entities of the Russian Federation, as well as other prosecutors.
He noted that much has been done and is being done in Russia to improve the efficiency of justice, including due to the prosecutors’ efforts with a view to passing lawful and well-founded decisions by courts.
In turn, Jose Eduardo Ayu Prado Canals thanked Mr. Zvyagintsev for the reception and informed on the structure of the Supreme Court of Panama, as well as on the interaction between public prosecutors and judges in the state.
The President of the Supreme Court of the Republic of Panama stated that the general duty for Russia and Panama was to protect society from crime. He stressed that the Supreme Court of the Republic of Panama was interested in cooperation with the Prosecutor General’s Office of the Russian Federation, since experience of Russian colleagues was useful for the Panamanian representatives.
The Deputy Prosecutor General of the Russian Federation Mr. Zvyagintsev expressed confidence that the meeting would contribute to the sustained development of cooperation between the two countries in protection of human rights and combating transnational organized crime, including corruption.
The participants in the meeting agreed to cooperate more closely with the view to sharing experience, including mutual visits and holding joint training events.
