13th meeting of the Prosecutors General of the Member States of the Shanghai Cooperation Organization

Today, August 27, 2015, Astana (the Republic of Kazakhstan) hosted the 13th meeting of the Prosecutors General of the Member States of the Shanghai Cooperation Organization (SCO).

The meeting was attended by the delegations headed by the Prosecutors General: Askhat Daulbaev for the Republic of Kazakhstan, Cao Jianming for the Supreme People’s Procuratorate of the People’s Republic of China, Indira Joldubayeva for the Kyrgyz Republic, Yury Chayka for the Russian Federation, Yusuf Rahmon for the Republic of Tajikistan, and Ikhtiyor Abdullayev for the Republic of Uzbekistan. In addition, the summit was attended by the Secretary General of the SCO Dmitry Mezentsev and the Deputy Director of the Executive Committee of the Regional Antiterrorist Structure of the SCO Aktamkhon Pirov.

The meeting was attended by the Prosecutors General of the observer states of the SCO: Islamic Republic of Afghanistan – Jalala Nur Habib, the Republic of Belarus – Alexander Konyuk, the Republic of India – Mukul Rohatgi, Mongolia – Magvannorov Enkh-Amgalan, as well as the Deputy Prosecutor General of the Islamic Republic of Pakistan Muhammad Waqar Run.

The theme of the regular meeting was the issue of combating drug trafficking across the borders of the SCO Member States, which was the subject of a statement made by the SCO heads of states following the summit held in Ufa in July, 2015.

Welcoming remarks were made by the Assistant to the President – the Secretary of the Security Council of the Republic of Kazakhstan Nurlan Yermekbayev, who defined new guidelines for mutual cooperation in the SCO framework.

Opening the meeting, Askhat Daulbayev noted that issues of ensuring stability and security in the region have always been a key objective of the Shanghai Cooperation Organization. Due to the joint efforts of the public prosecutor’s offices of the SCO member states, a solid foundation was laid for the effective functioning of the organization, which demonstrates a high level of credibility and mutual understanding between them. The platform for dialogue and the well-established system of cooperation between the prosecution bodies provide a great opportunity for implementing the plans outlined by the heads of states.

The forum participants discussed a wide range of issues related to the exchange of experience in the field of combating illicit drug trafficking and other types of cross-border crime.

In his speech, the Prosecutor General of the Russian Federation Yury Chayka noted that the Shanghai Cooperation Organization, which proved to become one of the influential participants of the modern system of international relations, has been reaching a new quality level, characterized by increased efficiency of cooperation in various fields, including security and human rights.

Mr Chayka emphasized that Russia is carrying out serious anti-drug measures, improving the legal standards in this field and intensifying its efforts against drug trafficking. He also said, however, that steps need to be taken to increase joint activities in combating drug trafficking, including, by enhancing the role of prosecutors in coordinating this activity.

Mr Chayka expressed confidence that follow-up decisions will be made on the discussed topic of the meeting to assist in implementation of the SCO Anti-Drug Strategy, as well as in development of practical mechanisms of interaction and the elaboration of a consolidated approach to strengthening the role of prosecutors in combating the drugs threat.

The Prosecutors General of Kazakhstan, China, Kyrgyzstan, Tajikistan, Uzbekistan, Afghanistan, Belarus, India, Mongolia, and Pakistan also contributed to the meeting’s agenda.

In addition, the meeting participants discussed the most important issues of the organization’s current activities, defined the main areas for further cooperation and exchanged views on topical issues.

The 14th meeting of the Prosecutors General of the Member States of the Shanghai Cooperation Organization will be held in China in 2016.

A bilateral meeting between the Prosecutor General of the Russian Federation Yury Chayka and the Attorney General of the Republic of India Rohatgi Mukul was held on the sidelines of the forum.

The Prosecutor General of the Russian Federation expressed confidence that the decisions made at the SCO and BRICS summits held in July this year in Ufa would redefine the cooperation between the public prosecutor’s offices of Russia and India.

Mr Chayka invited the Attorney General of the Republic of India to participate in the 7th Regional Conference of the International Association of Prosecutors for the States of Central and Eastern Europe and Central Asia scheduled to take place in Sochi in November this year.

As noted by the Prosecutor General of the Russian Federation, on the sidelines of the Conference, there are plans to organize a meeting of the BRICS heads of prosecution offices to discuss possible areas of cooperation in countering new challenges and threats, as well as in ensuring individual rights and freedoms.

During the meeting, Mr Chayka handed his Indian counterpart a draft interagency agreement on cooperation and proposed that it be signed in Sochi.

The Attorney General of the Republic of India Rohatgi Mukul noted that the relations between India and Russia are very friendly. He stressed the need to strengthen cooperation both within the framework of BRICS and in the bilateral format. Rohatgi Mukul welcomed the initiative of the Prosecutor General of the Russian Federation on the signing of the interagency agreement. He expressed confidence that the document would be reviewed in order to be signed in the near future.

A bilateral meeting was also held between the Prosecutor General of the Russian Federation Yury Chayka and the Prosecutor General of the Republic of Uzbekistan Ikhtiyor Abdullayev.

During the course of meeting, the parties noted the high level of cooperation and expressed confidence that this cooperation would continue in general, and particularly in the legal field.
