Program of cooperation concluded between the Prosecutor General’s Office of the Russian Federation and the Supreme People’s Procuratorate of the People’s Republic of China

Today, August 26, 2015, the Prosecutor General of the Russian Federation Yury Chayka arrived in Astana (Republic of Kazakhstan) on a working visit.

He attended a meeting with the Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China Cao Jianming on the eve of the 13th meeting of the Prosecutors General of the Member States of the Shanghai Cooperation Organization and the 25th meeting of the Coordinating Council of the Prosecutors General of the CIS Member States, which will be held on August 27.

Welcoming his colleague, Mr Chayka emphasized that an integral part of the dynamically developing Russian-Chinese relations is the interaction between prosecutor’s offices, which has been very successful in both bilateral and multilateral formats. He also noted that close ties have developed among the supervisory bodies, and their further constructive development is essential.

The Prosecutor General of the Supreme People’s Procuratorate of the People’s Republic of China warmly welcomed his Russian counterpart, emphasizing that interagency cooperation was an asset and calling Mr Chayka ‘his good friend’. Cao Jianming stated that Russia and China were friendly neighbors and strategic partners. He noted that currently the relations between the two countries were developing rapidly and, in his opinion, it was essential to continue to increase the cooperation between public prosecutors of Russia and China, as well as to exert maximum efforts for the development of bilateral relations.

In the course of active dialogue, the parties acknowledged the effectiveness of the activity maintained by the public prosecution offices, which is based on the Interagency Agreement dated March 29, 1997, and an additional Protocol to the Agreement, as well as two successfully implemented cooperation programs.

In this regard, given the sustained interest in the exchange of experience and successful implementation of a number of joint measures to combat crime, supervise legal order, and observe the rights and freedoms of citizens, Yury Chayka and Cao Jianming signed the third program of interagency cooperation for 2016-2017. It significantly expands the scope of cooperation between the two agencies.

The document includes provisions for round tables and workshops on the prevention of infringements of intellectual property rights and their protection, mutual legal assistance in criminal matters, as well as exchange of experience in the return of assets obtained through criminal activity. In addition, the Program includes provisions for meetings to discuss the powers of prosecutors in criminal proceedings (pre-trial and trial stages of criminal proceedings) and ensuring protection of human rights in criminal proceedings. The employees of public prosecutor’s offices of the two countries will also discuss issues of combating human trafficking and illegal migration.

The Prosecutors General of Russia and China have unanimously agreed that the meeting and the signed Program would lead to a qualitatively new stage of cooperation between the public prosecutor’s offices of the two countries.
