The Prosecutor General of the Russian Federation Yury Chayka participated in the first meeting of the Interstate Council for Combating Corruption, which was held in Minsk

Today, on 29 January, 2015, in Minsk (the Republic of Belarus) the Prosecutor General of the Russian Federation Yury Chayka participated in the first meeting of the Interstate Council for Combating Corruption (hereinafter, the Council), formed in October 2013. 

The Agreement on the Council Formation was signed by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan. 

The Agreement entered into force on October 17, 2014 for the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, which carried out the necessary internal procedures. 

The primary objectives of the Council are to identify the priority areas of cooperation and to take jont effective anti-corruption measures, to evaluate the execution of anti-corruption obligations of the States parties to the Agreement. 

The Decree of the Russian President of February 21, 2014 established that the Prosecutor General of the Russian Federation is a member of the Interstate Council for Combating Corruption. 

The delegations of the competent authorities of the CIS States, which signed the Agreement on the Council Formation, and the representatives of the Executive committee of the Commonwealth of Independent States and the Secreratiat of the Council of the CIS Interparliamentary Assembly at the CIS Executive Committee participated in the meeting today. 

The Executive Committee Chairman - the CIS Executive Secretary Sergey Lebedev welcomed the participants of the Council. During the meeting, participants elected the Chairman and the Secretariat of the Council, adopted Procedures and Regulations and scheduled the date and venue of the next regular meeting of the Interstate Council for Combating Corruption. 

According to the established procedure Chairmanship of the Council shall be held alternately by each member of the Council on the basis of the principle of rotation in the Russian alphabet order for a maximum of one year, unless otherwise determined by the Council Decision. 

During the meeting Chairman of the Council elected the Prosecutor General of the Republic of Belarus Alexander Konyuk and the Co-chairman elected the Chairman of the Agency for Civil Service and Combating Corruption of the Republic of Kazakstan Kairat Kozhamzharov. 

The Chairman is responsible for general management of the Council, its Secretariat and temporary working groups, holds the meetings of the Council, promotes implementing of the anti-corruption decisions of the Council of Heads of States and of the Council of CIS State Leaders, supports and develops on behalf of the Council contacts with the authorities of the Commonwealth of Independent States, international organizations and their structures, as well as takes other actions related to the maintenance of the Council activity. 

During the meeting the Prosecutor General of the Russian Federation Yury Chayka met with the Prosecutor General of the Republic of Kazakhstan Askhat Daulbaev and of the Republic of Belarus Aleksandr Konyuk. 

The parties considered urgent issues of extradition and legal assistance in criminal matters. In addition, in the framework of the Eurasian Union action the general tasks of ensuring the rule of law and combating transnational crime were discussed. 

In particular, the issues of crime prevention in the field of illegal VAT refunding, illegal car enty and registration, trafficking of consumer goods were addressed. Also due to economic integration it was proposed to create a working group to address the issues of direct relevance to the work of the prosecution authorities. 

The next meeting of the Council will be held in November 2015 in Astana (the Republic Kazakhstan).
