In the General Prosecutor's office of Russia it was started the work of the seminar for contact persons and governmental experts participating in the Mechanism of review of the implementation of the UN Convention against corruption

Today, on June 25, 2012 due to the initiative of the Russian Federation the General Prosecutor’s office of the Russian Federation jointly with the United Nations Office on drugs and crime conducts a three-day seminar for contact persons and governmental experts participating in the Mechanism of review of the implementation of the UN Convention against corruption.

The Russian Federation actively participated in the development of the mechanism of review, coordination and approval of the terms of reference and guidelines for governmental experts and became the first of the States - the members of the UN Convention against corruption, for experts of which in August 2010 in the United Nations office on drugs and crime (UNODC) was organized practical training on the implementation of the mechanism of review of the Convention. Subsequently, the received theoretical knowledge was applied in practice - on the initiative and with direct participation of the Russian Prosecutor's office there were made changes in the basic instruments of monitoring and evaluation, it was improved the checklist for self-assessment etc. In addition, during the years of 2011-2012 Russia participated in assessment procedures carried out in respect of Lithuania and Nigeria, and also passed a self-assessment and evaluation of the national legal system by the experts of the Ukraine and Ecuador.

Thus, the gained by Russian prosecutors experiences and knowledge, under the auspices of the UN, allowed of conducting a training seminar in the city of Moscow the main purpose of which is the improvement of qualification of governmental experts for their further participation in the process of review.

The work of seminar is participated by the experts of Azerbaijan, Albania, Armenia, Belarus, Bosnia and Herzegovina, Kazakhstan, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Slovakia, Slovenia, Tajikistan, Uzbekistan, the Ukraine as well as the representatives of the United Nations office on drugs and crime.

Opening the seminar, the first Deputy Prosecutor General of the Russian Federation Alexander Buksman addressed to the participants with introductory words. He thanked the Secretariat of the United Nations office on drugs and crime for the assistance provided in preparation of such an important event, and specially emphasized the value of global international legal instrument - the UN Convention against corruption - the fundamental document which allows resisting to the corruption phenomena in the society.

Alexander Buksman noted that the Convention is a collection of advanced international anti-corruption standards, the reference point for the national legal systems which consists of the experiences of many generations of scholars from different countries of the world. Accordingly, the implementation of the provisions of the Convention - the best way to optimize the existing legislation, creating the necessary preconditions for the successful struggling against corruption in all its manifestations.

The first Deputy Prosecutor General of the Russian Federation noted that functioning of the assessment mechanism is intended to assist national jurisdictions objectively and impartially look at its normative legal arrays, identify existing gaps, identify and overcome the existing difficulties.

Alexander Buksman expressed hope for efficiency of the dissemination of knowledge acquired by Russian prosecutors. He stressed that the forthcoming forum will be useful for each of the participants and will be a good starting site to ensure full value participation in the mechanism of review of implementation of the requirements of the UN Convention against corruption with the purpose of harmonization of legislation of the countries-participants of the seminar in the area of struggling against corruption.

In the course of the seminar the participants will get acquainted with fundamental principles of the review mechanism and with the most important documents that need to be followed when conducting assessments, they will examine the provisions and interpretations of some chapters and articles of the Convention, they will acquire the basic skills of work with the software developed by the UNODC and also, they will get acquainted with an order of conducting of conciliation procedures, organization of teleconferences, preparation of the projects of reports on self-assessment and evaluation, etc. Also it provides for implementation of interactive exercises, detailed study and interpretation of individual provisions of the UN Convention against corruption, compiling the final trial materials. Group sessions will be complemented by individual sessions and trainings as well as by «round table» on the results of the seminar.
