The delegation of the General Prosecutor's office of the Russian Federation, headed by the Deputy Prosecutor General of the Russian Federation Alexander Zvyagintsev, took part in the 7th plenary meeting of the Consultative Council of European prosecutors (the CCPE), which was held in the headquarters of the Council of Europe in Strasbourg (France).
The main result of the meeting was the adoption of the conclusions of the CCPE «About management of resources of the bodies of the Prosecutor's offices», which will be forwarded for consideration by the Committee of Ministers of the Council of Europe as opinions of the European public Prosecutor's community.
The development of the mentioned conclusion lasted for more than a year. The representatives of the General Prosecutor's office of the Russian Federation actively participated in this work. Three times during the year the General Prosecutor's office of the Russian Federation forwarded specific comments on the text. Almost all substantive proposals were taken into account. For defending of some positions they had to «fight» at the final plenary session. Now the questions reflected in the document are considered under the angle of ensuring the functional independence of the Prosecutor's office and the creation of necessary conditions for its effective functioning, including in the period of economic crisis.
On the proposal of the Russian representatives in the conclusion there were included not only the issues of management of the allocated funds but also the role of the Prosecutor's office at the stages of preparation and adoption of its budget.
The conclusion of the CCPE «About management of resources of the bodies of the Prosecutor's offices» replenished the array of the European standards of the public Prosecutor's activity.
Moreover, on the proposal of the General Prosecutor's office of the Russian Federation, in the course of the meeting it was accepted a decision on development of a conclusion of the CCPE «About mutual relations of prosecutors with mass media». The Deputy Prosecutor General of the Russian Federation Alexander Zvyagintsev entered the membership of the working group which will be developing this document next year.
Also, on the sidelines of the meeting, the Deputy Prosecutor General of the Russian Federation held meetings with the Deputy Secretary General of the Council of Europe Mrs. G. Battaini-Dragoni and the head of the Directorate General of human rights and the supremacy of law of the Council of Europe Philippe Boillat at which there were discussed the issues of development of cooperation in the sphere of protection of human rights and the fight against criminality.
At the meetings with individual members of the CCPE: in particular from Spain, Portugal, Italy, Germany, Denmark, Hungary, Serbia, Slovenia, Finland, Monaco there were discussed the issues of strengthening of bilateral cooperation, including in the field of extradition and legal assistance in criminal matters.
