Today, on October 2nd, 2012 in the Klov Palace (Kiev city) under the chairmanship of the Prosecutor General of the Russian Federation Yury Chayka, it was held a regular session of the Coordinating Council of General Prosecutors of States - the members of the Commonwealth of Independent States.
The meeting was participated by the heads of the General Prosecutor's offices of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, the Ukraine as well as representatives of the CIS Executive Committee, inter-parliamentary Assembly of States - the members of the CIS.
Opening the meeting, the Prosecutor General of the Russian Federation informed the participants of the Council about the important decision of the Committee of Ministers of the Council of Europe - that is recommendation to States - the members about the role of prosecutors outside the criminal law field which was adopted on the 19th of September of this year.
In the course of the meeting of the Council the participants received information on the implementation of programmes on cooperation of States-the members of the CIS for the period of 2011-2013 on struggling against terrorism and other violent manifestations of extremism, illegal trafficking of narcotic substances, psychotropic substances and their precursors and the fight against drug addiction, trafficking of human beings and illegal migration as well as the interstate programme of joint measures of fighting against criminality.
The participants of the meeting took note of the information of the Ukrainian side about preparation and adoption of the model of a document that ensures observance of the standards of effective investigation by the organs of the Prosecutor's office of applications about cruel treatment in accordance with the provisions of the European Convention for the protection of human rights and fundamental freedoms.
The heads of General prosecutor’s offices of the CIS member-States discussed the issues of improving of cooperation in the fight against corruption, supervisory practices in the sphere of protection of the rights of citizens, particularly the rights of citizens that are outside of their states on the territories of the member-States of the CIS.
Taking into account the importance of conserving and developing of the best traditions of the bodies and institutions of the Prosecutor's office, general prosecutors established the highest award of the Council - a badge «Honorary prosecutor of the CIS countries» and a medal «For strengthening of legitimacy and legal order» as a fact of recognition of services of the prosecution officers and veterans of bodies and institutions of the Prosecutor's offices of the member-States of the CIS.
The participants of the meeting discussed other topical issues, adopted decisions aimed towards development of cooperation, exchanged experiences of the public Prosecutor's activities with a purpose of their possible practical application in other countries.
Moreover, by the decision of the Coordinating Council of general prosecutors of member-States of the Commonwealth of Independent States as its Chairman it was again elected the Prosecutor General of the Russian Federation Yury Chayka.
In conclusion of the work Yury Chayka thanked all the participants of the meeting of the Council for the constructive exchange of opinions and invited to take part in the 18th annual Conference and General meeting of the International Association of prosecutors which will be held in September 2013 in Moscow.
In the framework of carrying out of regular meeting of the Coordinating Council of general prosecutors of member-States of the Commonwealth of Independent States, the Chairman of the Council the Prosecutor General of the Russian Federation Yury Chayka has met with the President of the Ukraine Viktor Yanukovych.
Yury Chayka thanked the President of the Ukraine for the attention to the activities of the Council emphasizing his active role in the work of the General Prosecutor's office of the Ukraine. He also informed about the examined at the meeting the issues and decisions that aimed towards the rapprochement of the national legislation and the development of the regulatory-legal base of the Commonwealth.
The Prosecutor General of the Russian Federation specially noted that the experience of the Ukrainian colleagues in many areas of Supervisory activities as well as the new criminal-procedural legislation of the Ukraine aroused a great interest of prosecution officers from other member-states of the CIS.
Yury Chayka also informed Viktor Yanukovych about adopted on the 19th September of this year by The Committee of the Council of Europe a recommendation to member-states about the role of prosecutor’s office outside the criminal legislative field. Thus the functions of the Prosecutor's office are considered relevant to European legal standards. He said that prosecutors more than 40 of the 47 member states of the Council of Europe more or less have such functions which allow them adequately managing with such social problems that appear in the process of development of the society and which are under their competence.
The next session of the Coordinating Council of general prosecutors of member-states of the Commonwealth of Independent States will be held in September 2013 in the Kyrgyz Republic.
