Meeting of Joint Panel of the Prosecutor General’s Office of the Russian Federation and the Prosecutor General’s Office of the Republic of Belarus

A meeting of the Joint Panel of the Prosecutor General’s Office of the Russian Federation and the Prosecutor General’s Office of the Republic of Belarus on the issue On organization of cooperation between law enforcement authorities of the Russian Federation and the Republic of Belarus with the view of prevention, detection, combating and investigation of crimes connected with infringements on security of information and communication technologies” took place in the Prosecutor General’s Office of the Russian Federation.

Prosecutor General of the Russian Federation Igor Krasnov, Prosecutor General of the Republic of Belarus Andrey Shved and members of the Joint Board from the Russian and Belarusian parties participated in the meeting.

In his opening statement Igor Krasnov underlined that the issue of cooperation between law enforcement authorities of two states on combating crimes, connected with the use of information and communication technologies was opted for discussion by joint decision.

“In the context of global integration of modern technologies into everyday life they are increasingly becoming an instrument of perpetration of wide range of crimes, including those never encountered before”, said Igor Krasnov.

He also clarified: “Stealing of monetary funds with from payment cards, the use of cryptocurrencies in the sphere of illegal turnover of narcotic drugs, corruption, financing of organized crime, extremism and terrorism have become widespread. Despite the efforts being taken to combat these crimes, no breakthrough has been achieved yet; and the detection rate both in Russia and Belarus does not exceed 25 %. These demonstrates similarity of problems both countries face”.

At the Board meeting, it was noted that active development of modern information and communication technologies not only contributes to the increase of unlawful encroachments against citizens, but also generates new threats to state and public security.

The majority of crimes of this category are perpetrated with the use of the Internet, computer technology and mobile communications. At the same time deeds with the use of payment cards are also widespread.

Both in the Russian Federation and in the Republic of Belarus, the largest part in the structure of crimes in the field of information and telecommunication technologies is the theft of monetary funds, in particular, through fraudulent actions, from bank cards and citizens' accounts. Many such transactions are accompanied by deception or abuse of trust by means of «social engineering». However, a significant number of such crimes are also committed in computer systems and in the global computer network «Internet».

Crimes related to circulation of weapons and potent substances, violation of privacy, illegal obtaining of information constituting commercial and other secrets protected by law, illegal circulation of means of payment, distribution of pornographic materials on the Internet, including images of minors, as well as materials of extremist and terrorist nature are still a threat.

At the same time speakers also outlined positive trends in improving the methods and means of combating such deeds, the measures taken, including those of a coordinating nature, building up expert potential and main directions of international legal cooperation in this area.

«The effectiveness of countering cybercrime also depends on development of our bilateral cooperation, subject to the mechanisms of the Union State, improvement and unification of legislation, as well as the organizational foundations of the fight against new criminal threats», said the Prosecutor General of Russia.

Following the discussion, a decision of the Joint Panel was signed, the main goal of which is to continue activity aimed at strengthening interagency cooperation between countries and mutual exchange of experience in the field of identifying, investigating and considering in courts criminal cases on crimes committed in the field of information and telecommunication technologies.

At the end Igor Krasnov expressed his gratitude to Andrey Shved for his personal contribution into development of cooperation and presented him Certificate of Merit of the Prosecutor General of the Russian Federation.
