Three citizens extradited from Russia to Uzbekistan for the purposes of brining to justice and enforcing sentences

Pursuant to requests from the Prosecutor General’s Office of the Republic of Uzbekistan, the Prosecutor General’s Office of the Russian Federation has decided to extradite 3 citizens of this country charged with the commission of criminal offences against property, the individual, as well as against freedom, honor, dignity, sexual inviolability and sexual freedom of the individual, for the purpose of criminal prosecution.

Thus, the request for the extradition of Donierbek Nazarov was granted. He had been found guilty of the commission of criminal offences provided for in Article 169 paragraph 2 sub-paragraph “в”, Article 277 paragraph 2 sub-paragraph “a” of the Criminal Code of the Republic of Uzbekistan, in the Republic of Uzbekistan back in January 2019, and he had been sentenced to 3 years of restriction of freedom.

It was established that during a quarrel Nazarov had deliberately punched on his opponent's face on a multiple basis, causing injury of medium-gravity to his health, in the city of Andijan in November 2018.

In addition, at the same time, acting under a prior conspiracy being a part of a group of individuals, he had covertly stolen the pecuniary means in the amount of 643 thousand soums from a car belonging to a citizen.

Due to the fact that Nazarov had evaded the execution of the judgment of conviction, by virtue of the court ruling a part of the punishment in the form of 2 years 2 months 21 days of restriction of freedom was replaced with the imprisonment for the same period, and he was put on the wanted list.

Nazarov has also been indicted for a criminal offence provided for in Article 104 paragraph 2 sub-paragraph “e” of the Criminal Code of the Republic of Uzbekistan. During a quarrel Nazarov stabbed another man in the abdomen with a penknife, causing him serious bodily injury, in the city of Andijan in January 2020

The request for the extradition of Shakhriyor Urakbayev for the purpose of brining to justice for the involvement of minors in crimes, kidnapping, production and display of pornographic products and other crimes against sexual inviolability and sexual freedom of the individual was granted (Article 127 paragraph 3 sub-paragraph “b”, Article 137 paragraph 2 sub-paragraphs “a, б, в”, Article 130 sub-paragraph 3, Article 118 paragraph 3 sub-paragraph “a”, Article 119 paragraph 3 sub-paragraph “a” of the Criminal Code of the Republic of Uzbekistan).

Furthermore, the request for the extradition of Gayrat Azizov for the purpose of brining to justice for the commission of stealing by misappropriation or embezzlement under Article 167 paragraph 3 sub-paragraph “a” of the Criminal Code of the Republic of Uzbekistan was granted.

As per the investigation, being the director of BULUNGUR MAXSUS MONTAJ LLC, Azizov committed theft of the property entrusted to him. So, in June 2019, having entered false information into the invoice, he stole a significant amount of money (about 44 million 570 thousand soums) from the State Unitary Enterprise Directorate for Construction and Improvement under the Fund for Improvement and Welfare of the Samarkand Region. In December of the same year, he stole about 70 million soums from the Holis Communal Service PHOA.

Abusing his official powers, Azizov also illegally provided a building included in the UNESCO World Heritage List as collateral, and entered into a loan agreement in the Bulungur branch of Microcreditbank JSCB, and then stole these pecuniary means in the amount of about 178 million soums, i.e. on an especially large scale.

The said citizens had fled from the law enforcement agencies, but at one time or another they were detained in Russia, after which the Prosecutor General’s Office of the Republic of Uzbekistan prepared the appropriate requests for their extradition.

The decisions of the Prosecutor General's Office of the Russian Federation pertaining to the extradition entered into force, and due to this fact the Federal Penitentiary Service was instructed to hand them over.

Taking into account the epidemiological situation, the extradition took place subject to the necessary safety measures.
