Russia extradited to Spain a member of a mafia organization accused of extortion of money from drivers of transport vehicles

The Prosecutor General’s Office of the Russian Federation, at the request of the Italian party, extradited Vyacheslav Banu for his criminal prosecution for participation in a mafia organization, extortion and attempted extortion.

It was established that, from 2002 to August 2011, Banu participated in an armed criminal transnational mafia-type organization. It was created on the principles of solidarity, strict hierarchy and distribution of roles between the participants, and acted in the territory of several states, including Italy, for the purpose of committing grave and especially grave crimes aimed at systematic thefts and extortion of money.

For instance, Banu, as a member of the criminal association, using violence and threatening drivers of transport vehicles and an owner of a Moldavian transport company to use violence, extorted money from them in the amount of 50 to 2060 euro per each transportation, parking in the parking lots controlled by the criminal organization (28 episodes in total).

On 11.11.2013, the Court of Venice (City Court of Venice) of the Italian Republic ordered a preventive measure in the form of preliminary detention in respect of Banu; he was put on the wanted list. On 25.07.2018, a European warrant of his arrest was issued.

Banu’s actions are punishable under Russian criminal law and are covered by Article 210 (2) of the Criminal Code of the Russian Federation (participation in a criminal association (criminal organization)) and Article 163 (3) (a) of the Criminal Code of the Russian Federation (extortion committed with violence, by an organized group). The statute of limitations for criminal prosecution under the laws of the Russian Federation and the Kingdom of Spain has not expired.

The decision of the Prosecutor General’s Office of the Russian Federation to extradite Vyacheslav Banu has entered into legal force, and therefore the Federal Penitentiary Service was instructed to carry out the handover of the mentioned person.

Accompanied by a special convoy, with security measures, the accused was sent to Italy.
