About the extradition of the university rector accused of especially large embezzlement

At the request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of Montenegro extradited the RF citizen Vyacheslav Skvortsov to Russia.

He is accused by the investigation authorities of committing a crime provided for by Article 160 (4) of the Criminal Code of the Russian Federation (embezzlement on an especially large scale).

According to the investigation, from 2014 to 2017, the rector of the Altai Branch of “State Autonomous Educational Institution “Pushkin Leningrad State University” Vyacheslav Skvortsov, together with the director of the branch, using their official positions, committed the embezzlement of the university funds to the sum of 2 491 333 rubles. They transferred that sum to personal bank accounts under the veil of payment for civil law contracts (contracts for the paid rendering of services), which, in fact, were not concluded and executed.

Since Skvortsov absconded from the prosecution and left the territory of the Russian Federation, at the request of the Prosecutor General’s Office of the Russian Federation, in February 2021, he was placed on the international wanted list.

In March 2021, he was detained in the territory of Montenegro, and after that the Prosecutor General’s Office of the Russian Federation sent a request to the competent authorities of Montenegro for extradition of the accused to Russia.

Owing to the close interaction of the Prosecutor General’s Office of the Russian Federation and the competent authorities of Montenegro, it was possible to attain the positive decision on his extradition.

Today, accompanied by officers of the Federal Penitentiary Service of Russia and the Russian bureau of Interpol, Vyacheslav Skvortsov will be delivered to Russia.
