Representative of the Prosecutor General’s Office of the Russian Federation participates in the UN events

In the period from 6 to 10 September 2021, in the composition of the Russian inter-agency delegation, representative of the Prosecutor General’s Office of the Russian Federation participates in the joint meeting of the open-ended inter-governmental working groups for the review of implementation of the UN Convention against Corruption (“Convention”) and recovery of assets, and in the meeting of experts on development of international cooperation within the framework of the Convention, organized in a videoconference format.

Operation of the mechanism for the review of implementation of the Convention, practices on recovery of assets, and best practices and challenges in realization of Chapter IV of the Convention “International cooperation” are discussed during the events.

At the meeting of 6 September 2021, Aslan Yusufov, deputy head of the Department of Supervision over Execution of Legislation on Combating Corruption, spoke on the experience of participation of Russia in the mechanism for the review of implementation of the Convention. Main challenges of review procedure were indicated, and suggestions on their settlement were provided.

Representative of the Prosecutor General’s Office of the Russian Federation was one of the reporters during the panel discussion on confiscation of property, gained as a result of corruption violations, outside the criminal prosecution field under Article 54 part 1 paragraph “c” “Mechanism for recovery of property through international cooperation in confiscation”, which was held on 8 September 2021.

In his speech he reflected important provisions of the Russian legislation, regulating issues of confiscation of property for the benefit of the State without court ruling, practice of its use and showed the most distinctive examples.

He also attracted attention to success in sending international requests outside the criminal law field and their execution in spite of lack of regulating instruments in the sphere of international cooperation. The use of various channels helps expedite the receipt of financial information, to reveal the most marketable assets, which afterwards can be sold and brought back to the State’s treasury.

The Russian representative made suggestions aimed at improvement of international cooperation on these issues.
