52nd IAP Executive Committee meeting opened in Saint Petersburg

Prosecutor General of the Russian Federation Igor Krasnov and President of the International Association of Prosecutors Cheol-Kyu Hwang have officially opened the 52nd meeting of the Executive Committee of the International Association of Prosecutors, which is being held in the Boris Yeltsin Presidential Library in Saint Petersburg.

Heads of the IAP, vice-presidents of the Association from the United Arab Emirates, United States of America and Croatia, as well as the Executive Committee members from Argentina, Greece, Uganda and other countries have taken personal participation in the meeting.

Addressing members of the meeting, the Prosecutor General of the Russian Federation noted that the IAP creation was possible thanks to its non-political nature, and observance of the fundamental legal values.

The IAP is the only one and single international non-governmental organization of prosecutors, which unites almost 350 thousand members from 172 counties.

“In spite of differences in national legislations, in the course of their activity prosecutors stick to the universally recognized axiom, formulated yet in the Ancient Rome: “Law is the art of the good and justice”, - said Igor Krasnov.

Head of the supervisory authority underlined that the Prosecutor General’s Office of the Russian Federation contributes to the development of the Association. “In cooperation with its leadership, upon decision of the Executive Committee we have successfully implemented the pilot project on creation of the IAP regional office in Russia. It is located in Saint Petersburg and has already served as the basis for a few international events”.

In 2018, it conducted two-day seminar on the fight against cybercrime for representatives of the Eastern Europe and Central Asia states. Last summer regional office participated in conduction of a large-scale international conference on the role of prosecutor’s service in protection of individual rights and public interest in the light of requirements of the European Convention on Human Rights.

During ceremonial opening of the IAP Executive Committee meeting, the Agreement on Cooperation between the Prosecutor General’s Office of the Russian Federation and the International Association of Prosecutors on Operation of the Regional Office of the International Association of Prosecutors in Saint Petersburg was signed. This document fixed a permanent status of the first IAP regional office, terms and procedure of its operation in Russia. It is assumed that the office, operation of which will be supported by the Prosecutor General’s Office of the Russian Federation, will unite on the IAP basis those states, where prosecutors use the Russian language as lingua franca, as well as the states of the Central and Eastern Europe, and Central Asia.

The Prosecutor General of the Russian Federation expressed his assurance that many more events will be conducted on the basis of the IAP regional office, since there are still many challenges and criminal threats that do not have state borders and which require common approach from prosecutors to be effectively overcome. Among them are terrorism and extremism, narcotic drugs flow, transnational laundering of money, cybercrime, including illicit use of cryptocurrency and virtual assets, ransomware. The problem of domestic violence and involvement of minors into activity that threaten their life and health is also pressing.

President of the IAP Cheol-Kyu Hwang thanked Igor Krasnov for constant cooperation and for organizing in the cultural capital of Russia the meeting on a high level.

Mr. Cheol-Kyu Hwang stressed out the importance of the event, since it is for the first time of the 26-year-old history of the IAP when the regional office was opened in Saint Petersburg.

“I am sure that the regional office will play an important role in helping the IAP Secretariat in the future within the framework of its mandate in building closer cooperation in the field of international criminal justice and more active interaction with prosecutors from all over the world. Moreover, we assume that it will serve as the role model for other regional offices, which will be opened in the nearest future”, - the IAP President said.
