National of Moldova accused of participation in international community dealing with narcotic drugs smuggling extradited to Russia from Germany

At the request of the Prosecutor General’s Office of the Russian Federation competent authorities of the Federal Republic of Germany extradited Mikhail Nikolaev to Russia.

He is accused of crimes, envisaged by Article 210 (2) (participation in criminal community (criminal organization), Article 30 (3), Article 228.1 (5) (attempted illegal sale of narcotic drugs by an organized group on especially large scale) of the Criminal Code of the Russian Federation.

According to the investigation, in the period from June to August 2012, on the territory of Spain Prutyanu, Stegersky, Manuel Silvino Palma de la Paz and other persons created and headed criminal community. Its members organized smuggle and subsequent sale of especially large part of cannabis in Russia.

As the result of investigative activities and operative and search measures, officers of the Russian, Belarusian and Moldavian law enforcement authorities brought to criminal justice more than 60 superiors and active members of the criminal community. More than 1023 kg of cannabis was seized.

Thus, in July 2015, Nikolaev, together with accomplices, acting in the composition of the international criminal community, committed an attempt to illegally sale narcotic drug amounting to not less than 13 kg. Criminals failed to implement their intention till the final end, since they were detained by the Russian law enforcement authorities, and the narcotic drug was detected and seized.

After perpetration of the crime, Nikolaev fled from the law enforcement authorities and was declared wanted.

In February 2021, due to the fact that his whereabouts was established in Germany, the Prosecutor General’s Office of the Russian Federation sent a request for his extradition to its foreign colleagues.

In July 2021, Government of the Federal Republic of Germany satisfied Russian request for extradition of Nikolaev, however this decision was appealed by the defence party for a long time.

Owing to the heavy volume of work, close cooperation with foreign colleagues and prompt provision by the Prosecutor General’s Office of the Russian Federation of supplementary information and materials requested by the German party, final decision on extradition of Nikolaev to Russia was taken.

Federal Penitentiary Service and NCB Interpol of the Ministry of Internal Affairs of Russia were instructed to take him and bring to Russia.

Today special convoy officers will bring Mikhail Nikolaev to Moscow.
