Accused of stealing of 124 mln rubles from the participatory construction members was extradited to Russia from Cape Verde

Upon request of the Prosecutor General’s Office of the Russian Federation, competent authorities of the Republic of Cape Verde extradited a 56-year old Vladimir Pankin for making him criminally liable. He is accused of a crime, envisaged by Article 159 part 4 (fraud) of the Criminal Code of the Russian Federation.

According to the investigation, in the period from 2007 to 2012, for the purposes of stealing of monetary funds, Mr. Pankin misled citizens of his genuine intentions and concluded agreements with them on membership in participatory construction of apartment houses located in the city of Vsevolozhsk of the Leningrad Region. To implement his intent he used specially founded entities SU-27, OOO and NordInvestStroy, OOO.

Having no intent and no real financial capability to execute his obligations, Mr. Pankin stole monetary funds from 54 citizens in the total amount of 124 mln rubles and disposed of them at his own discretion.

Wishing to escape from responsibility, Mr. Pankin fled from the preliminary investigation authority, and upon request of the Prosecutor General’s Office of the Russian Federation he was declared internationally wanted.

Due to the fact that Mr. Pankin was detained in the Republic of Cape Verde, on 20 May 2021 the Prosecutor General’s Office of the Russian Federation sent competent authorities a request for his extradition.

Owing to coordinated activities and close cooperation between the competent authorities of the two states, a positive decision was achieved.

The handing over was complicated by a short term of his factual handing over (up to 7 December), by the absence of direct flights between Moscow and Sao Vicente (Republic of Cape Verde), as well as by the COVID-19 pandemic.

Due to the said circumstances, the term of handing over of Mr. Pankin was prolonged through judicial authorities of Cape Verde and for the first time in the history of the Prosecutor General’s Office of the Russian Federation the transit was organized simultaneously through two countries – the Portuguese Republic and the Republic of Turkey.

Mr. Pankin will be brought to the Russian Federation by the special convoy.
