Citizen, committed abduction, murder and theft, was convicted owing to cooperation between the Prosecutor General’s Offices of the Russian Federation and the Republic of Kazakhstan

The Court of the Khanty-Mansi Autonomous Area – Yugra, pursuant to the jury’s verdict, found Aleksey Melnikov guilty of committing crimes provided for by Article 126 (2) (a, c, d) (abduction), Article 105 (2) (g) (murder), and Article 158 (2) (a) (theft) of the Criminal Code of the Russian Federation. He was imposed punishment in the form of deprivation of liberty with serving the sentence in a correctional colony of strict regime and restriction of liberty for 1 year.

An appellate ruling of the judicial board on criminal matters of the Second Court of Appeal of General Jurisdiction upheld the sentence.

The criminal case was investigated by the Surgut Inter-district Investigations Division of the Investigations Department in the Khanty-Mansi Autonomous Area – Yugra of the Investigative Committee of Russia.

It was established that, in the Republic of Kazakhstan, Melnikov and his accomplices, due to personal animosity, beat the victim and took him in the trunk of a car to a solitary place. Intending to kill him, they stabbed him with a knife several times, killing the man on the spot.

The criminal case had earlier been investigated by the competent authorities of the Republic of Kazakhstan. In 2018, after the whereabouts of the accused in the territory of Russia and his Russian citizenship had been established, the criminal case, together with a request of the foreign colleagues for criminal prosecution, was handed over to the Prosecutor General’s Office of the Russian Federation. It was done in accordance with the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters of 22.01.1993.

The conviction is an example of successful cooperation between the Prosecutor General’s Office of the Russian Federation and the Prosecutor General’s Office of the Republic of Kazakhstan.
