Upon request of the Prosecutor General’s Office of the Russian Federation, the competent authorities of the Republic of Paraguay will extradite Andrey Andreev to Russia. He is accused of murders, banditry, extortion, kidnapping, theft, illegal crossing of the state border of the Russian Federation and of other crimes provided for by the Criminal Code of the Russian Federation.
According to the investigation, at the end of the 90-s, a stable armed criminal group acted in the territory of Saint Petersburg, which was engaged in extortion, kidnappings and murders of entrepreneurs. One of the gang members was Andrey Andreev.
From 1997 to 1999, threating a businessman and members of his family with murder, Andreev seized more than 2 million rubles, as well as a part of the authorized capital of a construction company, which belonged to the victim.
Pursuing the aim of gaining easy money and receiving regular income from the criminal activity by kidnapping and killing of competitors, Andreev, no later than in May 2000, entered another armed criminal group headed by Victor Buyanov.
Within this group he personally participated in 8 murders, in some cases associated with extortion and kidnapping of the victims, as well as in other crimes, connected with document forgery, illegal crossing of the state border of the Russian Federation.
As Andreev fled from the law enforcement authorities, in July 2001, upon instructions of the Prosecutor General’s Office of the Russian Federation, he was put on the international wanted list.
The accused resided for some time in the territory of Argentina, but after his whereabouts had been established, he fled to Paraguay. By taking conspiracy measures and using criminal ties abroad, he managed to hide for a long time.
In May 2011, with active participation of the Russian law enforcement officials, he was detained in the territory of Paraguay. After this, the Prosecutor General’s Office of Russia sent a request for his extradition to the foreign colleagues, which was granted. However, due to the conviction of Andreev for illegal turnover of narcotic drugs, his extradition was postponed for 12 years.
It should be noted that the extradition process was multistage with adversarial procedure, because all these years Andreev was trying to appeal the decision on his extradition, including right before the arrival of the convoy of the Federal Penitentiary Service of Russia. The Prosecutor General’s Office of the Russian Federation presented additional materials and evidence, refuted his fabricated arguments.
As a result, due to the coordinated actions of the Prosecutor General’s Office of the Russian Federation and organized close interaction with the competent authorities of Paraguay, a final decision of the Supreme Court of the Republic of Paraguay on the extradition of the person involved has been achieved.
At the same time, upon request of the Prosecutor General’s Office of Russia, the foreign colleagues decided to extradite another Russian national. Roman Morozov is accused of crimes provided for in Article 160 parts 1, 2 (misappropriation) and Article 159 parts 3, 4 (fraud) of the Criminal Code of the Russian Federation.
According to the investigation, in 2018-2019, in Volgograd, a pawn shop owner Roman Morozov, under the pretext of selling BMW X7 and GAZ cars, stole the victims’ money by fraud.
Continuing his criminal activity, he turned in his favor the jewellery items given to the pawn shop with the right of their subsequent redemption, and also deprived the citizens that applied to him of their rights to premises. The total damage from the acts of the accused is more than 11 million rubles.
Wishing to avoid responsibility, Morozov escaped from the law enforcement authorities, and in March 2021, he was put on the international wanted list upon instructions of the Prosecutor General’s Office of Russia.
In September 2021, in connection with his detention in the territory of Paraguay, the Prosecutor General’s Office of Russia sent to the competent authorities of this State a request for extradition, which was finally granted in May 2023.
Escorted by special convoy, Andrey Andreev and Roman Morozov will be delivered, in transit through Brazil and Tűrkiye, to Moscow.
