International cooperation in combating corruption

From 16 till 18 October, 2017, in Strasbourg (France) the 77th Plenary Meeting of the Group of States against Corruption (GRECO) was held. There was adopted an evaluation report for the Russian Federation within the framework of the fourth round of evaluation on the topic: “Corruption prevention in respect of members of parliament, judges and prosecutors”.
The above report was prepared basing on the results of evaluation procedures (including a visit of GRECO experts to Russia). It states that the Russian Government works effectively in order to prevent corruption, and public perception of anti-corruption measures taken by Russia has improved.
GRECO assessed positively Russian anti-corruption laws, regulating issues of prevention and settlement of conflict of interests, setting limitations, duties and bans during the period of office and after termination of work, as well as the practice of their application.
At the same time, 22 recommendations were given to Russia regarding further improvement of anti-corruption work, 8 of which concern the work of Members of Parliament, 9 – judges and 5 – prosecutors.
For example, GRECO recommended deputies of the State Duma and members of the Council of Federation of the Federal Assembly of the Russian Federation to adopt an ethical code and to include in it provisions on receipt of presents and other advantages, making contacts with third persons, involvement in additional activity, etc. Judges and prosecutors were prescribed to draw up a manual concerning the duty of declaring presents received from third persons, including in natural form, as well as to ensure further improvement of regular training on prevention of corruption, ethics and integrity.
Now authorized authorities of the Russian Federation take measures for implementation of the above recommendations within their competence.
Report on the measures taken should be submitted to the GRECO Secretariat by April 30, 2019.
