International cooperation in combating corruption - The Prosecutor General's Office of the Russian Federation

On April 25-27, 2017, the Prosecutor General’s Office of the Russian Federation is hosting the workshop on training governmental experts, participating in the Mechanism for the review of implementation of the United Nations Convention against Corruption (hereinafter referred to as Convention).
The workshop is organized within the framework of a joint program of the Russian Federation and the United Nations Office On Drugs and Crime (hereinafter referred to as UNODC) and intended for representatives of the member States, which are going in the near future to be subject to expert assessment of implementation of the Convention.
Experts from Antigua and Barbuda, Greece, Guinea-Bissau, Vietnam, Djibouti, Egypt, Cameroon, Kenya, Laos, Mauritania, Myanmar, Cook Islands, Russia, Slovenia, Swaziland, Sudan, Tajikistan, Tanzania, Uruguay, Palestine, Federated States of Micronesia and Central African Republic take part in the workshop.
Moreover, experts from the Prosecutor General’s Office of the Russian Federation, Federal Security Service of the Russian Federation, Ministry of Internal Affairs of the Russian Federation, Investigative Committee of the Russian Federation, Ministry of Foreign Affairs of the Russian Federation, Federal Financial Monitoring Service of the Russian Federation and Federal Service for Labour and Employment of the Russian Federation are also studying.
Aleksandr BUKSMAN, First Deputy of the Prosecutor General of the Russian Federation, in the opening speech stressed that combating corruption is one of the main priorities of the national policy of many countries and focused on the importance to incorporate provisions of the Convention into national legislation with the purpose to cooperate efficiently at the international level in combating corruption.
He also noted that there is a special mechanism for the review of implementation of the Convention, which is focused on rendering aid to the member States in fulfillment of its provisions, and on supporting national jurisdictions in thorough and impartial assessment of national legal norms, in detection of gaps existing, in determination and overcoming of difficulties.
In order to ensure efficient functioning of the Mechanism the member States have appointed contact points, namely, governmental experts participating in its work. The workshop is intended to teach them.
During the event experts will study requirements for incorporation of provisions of Chapter II “Preventive measures” and Chapter V “Asset recovery” of the Convention into national legislations, will share national experience of participation of member States in cycles I and II of the Mechanism for the review, will practice in completion of the questionnaire of cycle II, will examine the procedures of conciliation and organization of videoconferences, of drafting self-assessment and assessment reports, will do interactive exercises, will compile test final materials, will conduct team training with individual sessions and round table on the result of the workshop.
The participants will have the opportunity to share national best practices in the sphere of combating corruption and experience of participation of their countries in other evaluation mechanisms.
It should be noted that the first such event was held at the Prosecutor General’s Office of the Russian Federation in 2012. Representatives from 17 countries of the CIS, Central and Eastern Europe took part in it. Then the workshops were held in 2013 and 204; and the circle of participants was increased and the frame of training program was developed. Governmental experts from more than 50 countries were taught in all during these years.
