International cooperation in combating corruption

Group of states against Corruption (GRECO) is holding the 4th Evaluation Round in the Russian Federation “Prevention of Corruption among Members of Parliament, Judges and Prosecutors”. The Evaluation Group consists of representatives of Bulgaria, Greece, Spain and Poland, as well as members of the GRECO’s Secretariat headed by G.ESPOSITO, Executive Secretary of GRECO. On March, 28-31, they will meet with representatives of Russian state agencies, including deputies of the State Duma of the Federal Assembly of the Russian Federation, members of the Federation Council of the Federal Assembly of the Russian Federation, judges of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, as well as of inferior courts, representatives of the Administration of the President of the Russian Federation, Council of Judges of the Russian Federation, Court Department under the Supreme Court of the Russian Federation and prosecutors of all levels.
The event is also attended by representatives of academic community and research organizations, including of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, Russian State University of Justice and Academy of the Prosecutor General’s Office of the Russian Federation.
Considering the fact that the Prosecutor General’s Office of the Russian Federation is an agency charged with participation in GRECO’s activity on behalf of the Russian Federation, the given meetings are held on its premises and with participation of its representatives.
The essence of the evaluation is the mutual assessment by the GRECO member states of specific issues relevant to the subject of the evaluation round.
In particular, the 4th Evaluation Round is focused on compliance with anticorruption commitments, bans and restrictions by members of parliament, judges and prosecutors, on their election (appointment), dismissal, guarantees of independence, transparency of their activity.
During the meetings with GRECO experts, representatives of Russian state agencies and organizations clarify the practice of implementation of relevant legislation, express their opinion of shortcomings and offer the ways of their elimination.
After the GRECO Evaluation Group leaves Russia it will prepare a report containing recommendations on improvement of Russian legislation and its application given the anticorruption standards of the Council of Europe.
