Welcoming his foreign colleague, Mr. Igor Krasnov noted that the strong friendly relations between the Presidents of the Russian Federation Vladimir Putin and the United Arab Emirates His Highness Sheikh Mohammed bin Zayed Al Nahyan determine the constructive nature of interdepartmental cooperation between the two states in many areas.
The head of the Russian supervisory agency noted the intensive development of the Russian-Emirati dialogue through the prosecutor's office and mutual support on law enforcement issues within the framework of multilateral structures, including the UN, BRICS and a number of others. "Thanks, among other things, to the principled position of the United Arab Emirates at the FATF plenary session held in February 2025, it was possible to reject politicized accusations against Russia about alleged non-compliance with standards in the fight against money laundering," Mr. Igor Krasnov cited as an example.
The Prosecutor General of Russia expressed hope for the continued development of partnerships between prosecutorial services within international associations, including the Group of Twenty. "I believe it is important to jointly encourage colleagues from other countries to increase cooperation in the areas of international information security, combating corruption, terrorism, money laundering, drug trafficking and other equally pressing threats," noted Mr. Igor Krasnov.
"I see significant potential for strengthening our bilateral cooperation in the educational sphere in using the capabilities of our departmental University," said the Prosecutor General of Russia. "In addition, it could be of interest to hold joint educational events by specialists from our Prosecutor General's Offices for students of the Lyceum, University and the Sirius Educational Center, working under the patronage of the President of Russia on the Black Sea coast on the territory of the Sochi Olympic Park."
At the end of the meeting, the parties signed an Additional Protocol to the Memorandum of Understanding of December 20, 2021 concluded between the Prosecutor General's Office of the Russian Federation and the Attorney General's Office of the United Arab Emirates. In accordance with it, a working group will be created to combat crime and protect the rights of citizens.
"I am confident that its activities will strengthen our further cooperation and increase the effectiveness of the fight against cross-border crime by consolidating the efforts and experience of the parties," said Mr. Igor Krasnov. "Considering the increasing pace of mutual tourism, in order to promptly respond to possible violations of the rights of our citizens, I propose involving representatives of the embassies of Russia and the United Arab Emirates in the activities of this group, and holding its first meeting on May 15 in Kazan during the international economic forum "Russia - Islamic World: KazanForum ."
The Prosecutor General of Russia thanked Dr. Hamad Saif Al-Shamsi and his entire team for the warm welcome and impeccable organization of the meeting, and wished them professional success.
For reference: it was at the invitation of the UAE Attorney General Dr. Hamad Saif Al Shamsi that the Prosecutor General of the Russian Federation Mr. Igor Krasnov visited the United Arab Emirates for the first time in 2021. The official meeting with his Arab counterpart took place on December 20 in Abu Dhabi and contributed to significant progress in relations between the supervisory authorities of the two countries.
Previously, from 2013 to 2021, contacts between the Prosecutor General's Office of the Russian Federation and colleagues from the UAE were irregular, and took place mainly "on the sidelines" of events held through the International Association of Prosecutors.
Al-Shamsi's return working visit to Russia took place on April 22, 2024, at the invitation of Mr. Igor Krasnov. The bilateral meeting of the Prosecutor General of Russia and the Attorney General of the UAE took place in Moscow.
That same year, from 18 to 19 June, Al-Shamsi took part in the 6th meeting of the heads of prosecutorial services of the BRICS countries in St. Petersburg. On the sidelines of the event, he had another meeting with the Prosecutor General of the Russian Federation Mr.Igor Krasnov.
