The Prosecutor General of Russia held meetings with colleagues from the Republic of Turkey, the Kingdom of Saudi Arabia and the United Arab Emirates, who arrived at his invitation to participate in SPIEF-2025

For the second time, the St. Petersburg International Economic Forum has become a platform for discussing issues of developing cooperation between the prosecutor's offices of Russia and Turkey after previously conducting the dialogue between the Prosecutors General of the two countries on the sidelines of SPIEF-2023.

Welcoming the Prosecutor General of the Supreme Court of Appeal of the Republic of Turkey, Muhsin Şentürk, the head of the Russian supervisory agency emphasized that cooperation between the two countries is steadily developing in the mainstream of strategic dialogue and good neighborliness.

Mr. Igor Krasnov noted that this is confirmed by the close, productive ties that have developed between the competent authorities of the two states. "A dialogue is being conducted almost continuously on various aspects of cooperation in the criminal-legal sphere, the protection of the rights of entrepreneurs. In addition to prosecutors, representatives of the internal affairs agencies, justice, and the Ministry of Foreign Affairs are involved in this work," said the Prosecutor General of Russia.

He also drew attention to the active work being carried out to coordinate the positions of the two countries' departments on international law enforcement platforms, separately noting the efforts to protect the interests of Turkish investors in Russia, made by the Ambassador of Turkey to the Russian Federation Tanju Bilgiç. "This approach allows us, as we say, to 'keep our finger on the pulse,'" Mr. Igor Krasnov noted.

“Since this area requires constant attention, I propose that under the auspices of the Prosecutor General’s Offices of the two countries, an interdepartmental working group be formed to consider requests from Russian and Turkish entrepreneurs to overcome emerging problems,” the head of the Russian supervisory agency emphasized.

Mr. Igor Krasnov also spoke in favor of the need to make the interaction between the prosecutor's offices of Russia and Turkey planned and proposed and to begin developing a Cooperation Program for this purpose.

For reference: during Mr. Igor Krasnov's working visit to Ankara in November 2022, the Prosecutors General exchanged views on ways to combat cybercrime, threats of terrorism and extremism, and illegal arms and drug trafficking. In July 2024, in Bishkek, during the 22nd meeting of the Prosecutors General of the Shanghai Cooperation Organization member states, Mr. Igor Krasnov met with Muhsin Şentürk, and in November, the head of the Russian supervisory agency received his foreign colleague in Moscow.

The fourth meeting between Mr. Igor Krasnov and the Attorney General of the Kingdom of Saudi Arabia Sheikh Saud bin Abdullah Al-Mujib took place, at which the head of the Russian supervisory agency emphasized that partnership in the areas of energy, investment, and transport is consistently strengthening, and humanitarian and legal cooperation is expanding, which not only corresponds to the spirit of mutual respect, but also reflects the growing need for an exchange of experience between the legal systems of the two states.

During the talks held in Moscow two months ago, an exchange of views took place on issues of overseeing the implementation of laws, combating transnational crime and protecting citizens' rights. Mr. Igor Krasnov particularly emphasized that such events contribute to mutual professional enrichment, drawing attention to the fact that the Prosecutor General's Office of Russia has also been an active participant in the St. Petersburg International Economic Forum for many years.

"In our activities, we apply a progressive approach that allows us not only to listen to business, but also to promptly eliminate possible risks in the business environment," said the Prosecutor General of Russia. "I know that the Kingdom of Saudi Arabia is conducting a consistent legal reform aimed at improving the conditions for doing business."

The head of the Russian supervisory agency called the development of joint initiatives in the area of international legal cooperation to protect the economic interests of the two countries, the rights of entrepreneurs and investors a promising direction.

In concluding the meeting, Mr. Igor Krasnov confirmed the focus on expanding partnership relations, including through the creation of mechanisms for regular dialogue between the two agencies, and also expressed confidence that today's meeting would give new impetus to practical cooperation in the legal sphere between the two countries.

For reference: in October 2022, Mr. Igor Krasnov, during his visit to the Kingdom of Saudi Arabia, held a meeting with Sheikh Saud bin Abdullah Al-Mujib, during which a Cooperation Program was signed.

At a meeting with his counterpart from the United Arab Emirates, Hamad Saif Al-Shamsi, the head of the Russian supervisory agency noted that Mr. Vladimir Putin and His Highness Sheikh Mohamed bin Zayed Al Nahyan are developing interstate cooperation in the context of strategic dialogue, and the prosecutor's office plays a significant role in strengthening these ties.

Mr. Igor Krasnov emphasized that the visit of the Russian delegation to Abu Dhabi in April of this year made it possible to significantly expand the horizons of cooperation in the law enforcement sphere.

He said that an expert-level meeting on the exchange of experience in combating digital crime with the participation of representatives of the Ministry of Interior of the United Arab Emirates will be held in Moscow next week, inviting foreign colleagues to join the event.

The head of the Russian supervisory agency also spoke about the beginning of the activities of the working group on combating crime and protecting citizens' rights, which was created two months ago. He said that the subject of the first meeting will be issues of protecting the rights of entrepreneurs.

Mr. Igor Krasnov noted the importance of maintaining and developing the format of cooperation in the form of a live dialogue and expressed confidence that such an approach serves as the basis for effective international anti-criminal cooperation.

 “I would like to thank you separately for your personal attention to the issues I raised at previous meetings related to the detention of Russian citizens in the UAE, including for easing the conditions of detention of specific individuals,” said the Russian Prosecutor General.

The head of the Russian supervisory agency called mutual support within multilateral structures, including the UN, BRICS, and the G20, a significant factor in partnership relations, and emphasized that understanding common goals and similar views made it possible to reach consensus on the draft Declaration on Artificial Intelligence and Justice in the shortest time possible.  Mr. Igor Krasnov announced the adoption of this document during the 7th meeting of the heads of BRICS prosecutorial services in September, and also spoke about the progress achieved in coordinating the draft agreement on cooperation between the prosecutorial services of the BRICS states in the field of asset recovery.

For reference: Igor Krasnov visited the UAE for the first time in 2021 at the invitation of his foreign colleague. The return visit of the UAE Attorney General to Moscow took place in April 2024, and in June of the same year, the Prosecutors General of the two countries held talks in St. Petersburg on the sidelines of the 6th meeting of the heads of prosecutorial services of the BRICS states.
