A meeting of the Joint Board of the two agencies was held under the chairmanship of the Prosecutor General of Russia Igor Krasnov and the Prosecutor General of the Republic of Belarus Andrei Shved

The issues “On the practice of prosecutorial supervision over the implementation of legislation when declaring persons, who have committed crimes, wanted and carrying out a search for them” were the topic of the meeting held in Minsk. Members of the Joint Board from the Russian and Belarusian sides took part in its work.

In his welcoming speech, Igor Krasnov emphasized the relevance of the topic brought up for discussion. Despite the high level of interaction in the field of organizing search for fugitives, law enforcement agencies of Russia and Belarus face similar challenges that require synchronization of efforts.

The head of the Russian supervisory agency noted that in recent years, the agencies of the two countries have had to observe an unconstructive, politically motivated attitude of the competent authorities of a number of foreign states, as well as international organizations, towards issues of cooperation in general and the extradition of criminals in particular. “There are mechanisms for responding to such actions,” the Prosecutor General of Russia said.

Igor Krasnov indicated the need to further improve information exchange in the area of operational investigative activities, to address the issue of introducing video conferencing for conducting investigative actions with the accused and a number of other relevant tasks.

It was noted at the meeting of the Board that the search for persons who have committed crimes is the most important area of law enforcement activity, since it is directly related to the implementation of the principle of the inevitability of punishment.

The participants of the meeting emphasized that the number of criminals who were not detected is significant in the Russian Federation. At the beginning of this year, their number was almost 40 thousand. At the end of the first half of this year, it increased by 6.5% (up to 40.4 thousand). Most often, individuals are wanted for committing criminal attacks on public safety as part of illegal armed groups, in the economic sphere, against individuals, and also related to drug trafficking.

It is natural that this area of work of operational units is constantly in the purview of prosecutors.

Last year, thanks in part to the measures taken by Russian prosecutors, the location of 37.4 thousand people was established, from January to June of this year - 18.2 thousand people.

The Board noted that the situation is influenced by a number of objective factors. In particular, international anti-criminal cooperation in recent years has been carried out under the conditions of restrictive measures introduced by unfriendly states.

These countries do not fulfill their obligations directly provided for by international treaties, which actually allows criminals to avoid criminal liability for their crimes.

Facts of evasion of cooperation in the sphere of legal assistance in criminal cases by specific countries (Belgium, the Great Britain, Luxembourg, the Netherlands, Poland, France, Estonia), including a complete refusal of such cooperation (Switzerland), have been recorded.

The Western practice of “double standards” annually allows a large number of corrupt officials, large-scale embezzlers of budget funds, extremists and terrorists to escape justice, who, instead of being arrested and extradited, are recognized as freedom fighters or victims of political repressions.

Over the course of a year and a half, EU countries have refused to extradite 136 accused persons (in 2023 – 82 persons, for nine months of 2024 – 54 persons), including release from custody in the countries where they are located.

Against the backdrop of the restrictive measures taken against Russia and Belarus, work on cooperation with the CIS states on the interstate search for persons who committed crimes becomes even more relevant.

Interaction with the competent authorities of the Republic of Belarus in the sphere of providing legal assistance in criminal cases is characterized by a high level of efficiency.

In 2023 and in the first half of this year, 140 persons wanted by law enforcement agencies of the Russian Federation were located in the Republic of Belarus. During the same period, the location of more than 1 thousand criminals wanted in Belarus was established on the territory of the Russian Federation.

Thus, the practice of prosecutorial supervision over the implementation of legislation when declaring and carrying out a search for persons who have committed crimes indicates the need to further improve the interaction of prosecutors of the two countries in this area.

At the end of the event, Igor Krasnov noted that the lively constructive discussion confirmed the similarity of the problems faced by the agencies of the two countries in the sphere of international legal cooperation. The Prosecutor General of Russia emphasized the purely practical orientation of the compiled list of priority tasks that require joint development.

“I am convinced that the implementation of all the provisions included in the draft final decision will promote elimination of difficulties arising in the process of cross-border search and extradition of persons, and further strengthening of our bilateral interaction as a whole,” Igor Krasnov said.

As part of the event, the Prosecutors General of the two countries signed orders approving the composition of the joint board and the secretariat thereof.

At the end of the event, Igor Krasnov laid flowers at the Eternal Flame at the Victory Monument. The obelisk on Victory Square in the capital of Belarus was erected in memory of the soldiers of the Soviet army, partisans and underground fighters who gave their lives in the fight against fascism during the Great Patriotic War.

The Prosecutor General of the Republic of Belarus Andrei Shved also took part in the ceremony.
