Igor Krasnov spoke at the High-Level Plenary Session of the 29th Session of the Conference of the Parties to the UN Framework Convention on Climate Change

The event was also attended by the Prosecutor General of the Republic of Azerbaijan, a representative of the UN Office on Drugs and Crime, Deputy Prime Minister and Minister of Interior of the United Arab Emirates, UN Assistant Secretary-General for Rule of Law and Security Institutions in the Department of Peace Operations, Minister of Natural Resources and Environment of Thailand, Director of Public Prosecutions of Kenya, Deputy Prosecutor General of Brazil, President of the International Criminal Police Organization (Interpol).

The main topic of the Session was “Mobilizing Law Enforcement for Enhanced Climate Action”.

Welcoming the meeting participants, the Prosecutor General of Russia emphasized the relevance of the principle of human development harmonious with nature.

Igor Krasnov spoke about the legislative regulation in Russia of strategic mechanisms for ensuring environmental sustainability, comprehensive conservation of plant and animal diversity, and the application of some of the highest world standards for environmental protection. He also informed of the Climate Doctrine approved by the President of the Russian Federation Vladimir Putin, on the basis of which the Government has developed the National Action Plan on Climate Change Adaptation. “The entire system of government bodies is aimed at the practical solution of relevant problems,” the Prosecutor General of Russia emphasized.

Every year, prosecutors suppress up to 300 thousand violations in the environmental sphere, carry out criminal prosecution and coordination of the activities of law enforcement agencies in more than 15 thousand criminal cases related to illegal logging and destruction of forest plantations, pollution of air, water bodies and subsoil, as well as illegal extraction of biological resources. More than 2 thousand of them were initiated based on materials from inspections of the supervisory agency.

Igor Krasnov noted that, based on the claims of prosecutors this year, more than 400 billion rubles (4 billion US dollars) of compensation for damage caused to the natural environment were recovered from the perpetrators for subsequent use in restoration activities.

Igor Krasnov named environmental management as one of the main directions of the state climate policy, in the implementation of which prosecutors ensure the rule of law.

The use of supervisory tools and powers to coordinate the activities of law enforcement agencies has resulted in a 4-fold reduction in illegal logging over the past 5 years. More than 9 billion rubles (92 million US dollars) in compensation for damage caused have been recovered, the head of the supervisory agency said.

“Within the scope of their competence, prosecutors monitor the creation of sanitary protection zones around industrial facilities, their compliance with requirements for the capture of production by-products and limit values for air emissions,” the Prosecutor General of Russia noted. “As a result, last year the share of substances neutralized increased to three quarters of the total volume.”

Igor Krasnov also recalled the Declaration adopted a month ago in Kazan as part of the BRICS Summit, which noted the importance of using renewable energy sources and low-emission technologies to adapt to climate change.

In conclusion, the Prosecutor General of Russia emphasized the inadmissibility of politicizing international anti-criminal cooperation. “The agency I head is open to dialogue on issues of the environmental agenda with representatives of all states and international organizations,” Igor Krasnov said.
