The organization, headquartered in Tokyo, positions itself as independent and non-governmental, although it is financed primarily through public funds.
The association's members exploit the theme of the so-called "Northern Territories", which refers to the Russian islands of Iturup, Kunashir and the Lesser Kuril Ridge, and publicly declare their non-recognition of Russia's jurisdiction over them.
The organization is a sponsor of Japan's nationwide movement for the return of the "Northern Territories".
The NGO is implementing the “Northern Territories Through Your Own Eyes” project, within the framework of which the following supposedly “educational” institutions operate: “House of Northern Territories”, “Betsukai Northern Observation Tower”, “Rausu – Kunashiri Observation Tower”.
The association finances thematic research and participates in the development of new methods for returning the Kuril Islands to Japanese sovereignty. In addition, it prepares collections of educational materials on the problems of the "northern territories", organizes practical seminars and classes aimed at popularizing the revanchist movement, and distributes propaganda materials, including literature and souvenirs containing elements of cartographic expansion.
The NGO has an advisory board, which includes representatives of the Japanese organizations “Union of Residents of the Chishima and Habomai Islands” and “Union for the Return of the Northern Territories”, which are recognized as undesirable in our country.
