In his welcoming speech, the Prosecutor General of Russia noted that the partnership between the Russian Federation and the United Arab Emirates continues to strengthen based on the principles of mutual respect, trust and consideration of each other's strategic interests. This is based on the efforts of the leaders of the states Vladimir Putin and His Highness Sheikh Mohammed bin Zayed Al Nahyan that are projected onto all areas of bilateral relations, including law enforcement cooperation.
Mr. Igor Krasnov drew attention to the dynamically developing relations between the Prosecutor General's Office of Russia and the competent law enforcement and justice authorities of the United Arab Emirates, which are distinguished by openness and common positions on key issues.
The head of the Russian supervisory agency drew attention to the support of Emirati colleagues at all levels of international legal cooperation and assistance, including coordination of positions in international organizations such as the UN, BRICS, the Group of Twenty, Interpol, and FATF.
"As you know, dear Mr. Al Nahyan, last December the UN General Assembly approved a comprehensive Convention on Combating Cybercrime developed by the Russian Prosecutor General's Office," said Mr. Igor Krasnov. "Thanks to, among others, close contacts with Emirati colleagues, a balanced document was ultimately adopted, the main goal of which is to increase the effectiveness of the cross-border fight against cybercrime as a modern evil of global scale."
The Russian Prosecutor General believes it is vital for as many countries as possible to sign and subsequently ratify this document. He expressed confidence that the authority of the United Arab Emirates among the states of the region, as well as the personal assistance of Al Nahyan through the League of Arab States, will allow these goals to be achieved as quickly as possible.
"At the same time, in accordance with the decision of the UN General Assembly, an additional protocol to the Convention will be developed," noted Igor Krasnov. “Within this track, Russian and Emirati representatives have something to work on together in order to take into account and promote common positions and interests."
The head of the Russian supervisory agency indicated that the unification of joint efforts is also required in other areas, including anti-corruption, anti-money laundering, counter-terrorism work, and countering the financing of terrorism and extremism.
The Prosecutor General of Russia believes it is important to fully utilize the educational resources available in both countries to exchange best practices. "As you know, today the heads of departments of the Prosecutor General's Office of Russia and employees of our departmental University have shared best practices and Russian approaches to key issues of international anti-criminal cooperation as part of training events organized by the Emirati side," said Mr. Igor Krasnov. "I propose making such events regular."
A permanent professional dialogue will ensure an effective solution to the joint tasks that the two agencies are facing and will help to synchronize common efforts for this purpose, the head of the Russian supervisory agency emphasized.
Mr. Igor Krasnov recalled that the Fifteenth UN Congress on Crime Prevention and Criminal Justice will be held in Abu Dhabi in April next year. He expressed confidence that the joint work of specialists from the two countries will allow the final document to include breakthrough ideas that will determine the UN anti-crime agenda for the coming years.
In conclusion, Mr. Igor Krasnov appreciated the warm welcome, assured of his openness to dialogue on any issues of mutual interest, and wished Al Nahyan and his subordinates professional success, as well as peace, well-being and prosperity to the people of the UAE.
