- The Prosecutor General's Office of the Russian Federation
Welcoming Viengthong Siphandone, President of the People's Supreme Court of Laos, the Prosecutor General of Russia noted: "The foundation for the development of successful Russian-Lao relations is the trusting relationship between the Presidents of our countries Vladimir Putin and Thongloun Sisoulith. They set a common course for expanding cooperation in key areas, which is fully reflected in interaction in the law enforcement and judicial areas."
Igor Krasnov spoke about the diversity of areas of activity of the supervisory agency, emphasizing the presence of common points of contact, taking into account the significant powers of Russian prosecutors in criminal, civil, arbitration and administrative proceedings. He also drew attention to the work carried out by the Prosecutor General's Office of Russia to represent the interests of the state in international and foreign judicial bodies and arbitrations.
"This allows us to fully participate in the development of judicial practice, including in the preparation of explanations for judges, reviews and acts of official interpretation issued by the Plenum of the Supreme Court of the Russian Federation," said the Prosecutor General of Russia. "My official representatives are permanently present in the highest judicial instances."
Igor Krasnov reported on the presence of a departmental University in the structure of the Russian prosecutor's office, which is not only one of the leading centers of higher legal education, but also deals with scientific developments on legal issues, including those related to the administration of justice.
"We could establish an exchange of such research, study the best judicial and investigative practices, and prepare joint publications in our scientific journals," said the head of the Russian supervisory agency, expressing interest in the experience of his Laotian colleagues.
In conclusion, Igor Krasnov emphasized the openness of the Prosecutor General's Office of Russia to dialogue on any issues of mutual interest.

During a meeting with Khamphan Phommathat, President of the State Inspection and Anti-Corruption Authority of Laos, Igor Krasnov highly praised the constructive cooperation between the two countries, which has been developing for over 60 years. The head of the Russian supervisory agency drew attention to the key role of the Presidents of Russia and Laos, thanks to whose position contacts are being built up in many areas, including within the framework of anti-corruption cooperation.
The Prosecutor General of Russia spoke about a wide range of powers within the framework of the implementation of supreme supervision over the rule of law in the country. At the same time, he called ensuring the state anti-corruption policy one of the most important functions.
"This concerns not only control over the expenses and incomes of officials, but also the spending of budget funds, compensation for damage from acts of corruption," said Igor Krasnov. "We are also actively using the institution of civil confiscation of assets of corrupt origin." The head of the Russian supervisory agency also noted the experience of bringing to criminal liability for bribery in cases where the subject of the crime is cryptocurrency.
Having confirmed the readiness to share such know-how, the Prosecutor General of Russia proposed considering the possibility of concluding a corresponding agreement, the implementation of which would allow for a regular exchange of best practices.
Igor Krasnov proposed signing the document "on the sidelines" of the Eastern Economic Forum in September, within the framework of which the supervisory agency is organizing its own session dedicated to protecting the rights of entrepreneurs and investors, including from corruption attacks.
The head of the Russian supervisory agency particularly emphasized the significant work that is being carried out by prosecutors within the framework of key international anti-corruption and anti-money laundering formats: "Our experts participate in monitoring missions within the framework of the UN Convention against Corruption, FATF. We are working in the Global Operational Network of Anti-Corruption Law Enforcement Authorities."
While highly appreciating the broad prospects for developing closer bilateral cooperation on these and other platforms, including the development and promotion of common positions, Igor Krasnov noted the following among the most pressing issues: the return of assets of corrupt origin from abroad, the use of modern technologies in combating corruption, and the fight against the criminal use of virtual assets.
“I am convinced that our agencies have broad horizons for joint work both in a bilateral format and on international platforms,” concluded the Prosecutor General of Russia.

Igor Krasnov began his greeting with the Minister of Justice of Laos Phaivi Sibualipha by confirming the constructive and mutually beneficial nature of Russian-Laotian relations, which are developing dynamically thanks to the Presidents of the two countries.
The Prosecutor General of Russia said that the supervisory authority has broad powers not only in criminal prosecution, but also in matters of protecting the rights of citizens, the interests of society and the state.
"The authority I head also coordinates the activities of law enforcement agencies in combating crime in all its forms, including transnational crime, and is the central authority for international legal cooperation in criminal matters," said Igor Krasnov. "Significant work is being done in the area of rule-making."
The Prosecutor General of Russia named the training of professional personnel as one of the important tasks, for the implementation of which advanced teaching methods are used at the departmental University. "This area can be one of the priority areas of our bilateral cooperation both in exchanging experience and holding joint scientific forums," said the head of the Russian supervisory agency.
"You know very well that the whole world is now on the threshold of total implementation of artificial intelligence technologies in all spheres of our lives. We are also working on this issue within the scope of our competence in relation to law enforcement and supervisory tasks," Igor Krasnov emphasized, confirming the readiness to share advanced developments in law enforcement and supervisory activities, regulatory legal and departmental acts, including those regulating issues of digitalization of activities.
