The Prosecutor General of Russia traditionally began his working visit by laying a wreath at the monument to Soviet pilots who died while providing fraternal assistance to the Laotian people during the Indochina War (1960-1973). Welcoming his foreign colleague, Igor Krasnov noted that the vector of development of bilateral inter-prosecutor cooperation, determined during the meeting in Vladivostok in September last year, fully meets the long-term guidelines outlined by the Presidents of the two countries, Vladimir Putin and Thongloun Sisoulith.
"I would like to note with satisfaction the active implementation of the agreements reached between us last year, including the exchange of experience, best practices, and regulatory legal acts," said the head of the Russian supervisory agency. "Today, heads of key departments of the Prosecutor General's Office of Russia are giving lectures to representatives of the competent authorities of Laos on the most pressing issues of prosecutorial work." He expressed confidence that the educational event would be another step in strengthening bilateral cooperation.
The Prosecutor General of Russia emphasized that the Inter-Agency Cooperation Program signed today will be a practical implementation of the previously concluded agreement and will contribute to further strengthening of ties at the expert level. In this regard, the head of the Russian supervisory agency thanked his foreign colleague and his subordinates for their constructive position in preparing the draft document.
As one of the areas for developing bilateral contacts, Igor Krasnov singled out personnel training: "For foreign citizens wishing to study in higher education programs at our departmental University, there is a free opportunity to study Russian language for one academic year at the preparatory faculty of the Peoples' Friendship University of Russia named after Patrice Lumumba."
He also proposed considering the candidacies of young citizens of Laos for studying Russian and then entering the University of the Prosecutor's Office of Russia.
Igor Krasnov recalled that the proposal regarding the participation of employees of the Lao prosecutor's office in educational courses at the departmental University on the topic of combating corruption, cybercrime, drug trafficking and other pressing issues that require experts to constantly acquire new knowledge and skills is still relevant. "We can choose the topics that best meet the interests of the Lao prosecutor's office," added the head of the Russian supervisory agency.
The Prosecutor General of Russia also proposed continuing cooperation in the format of holding visiting lectures for prosecutors of Russia and Laos. "I would like to emphasize that the Russian prosecutor's office is open to professional dialogue in a wide variety of areas. We are ready to use all the means at our disposal to expand cooperation, exchange experience and best practices in protecting citizens' rights and combating crime," said Igor Krasnov.
At the end of the meeting, the parties signed the Cooperation Program between the Prosecutor General's Office of the Russian Federation and the Office of the Supreme People's Prosecutor of the Lao People's Democratic Republic for 2025-2026.
