- The Prosecutor General's Office of the Russian Federation
At the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of the Republic of Peru will extradite Joseph Adciti to face criminal liability under Part 3 of Article 30, Part 5 of Article 228.1 of the Russian Criminal Code (attempted illegal sale of narcotic drugs by an organized group on an especially large scale), subparagraphs "a" and "b" of Part 4 of Article 229.1 of the Russian Criminal Code (smuggling of narcotic drugs by an organized group on an especially large scale), Part 5 of Article 228.1 of the Russian Criminal Code (transfer of narcotic drugs by an organized group on an especially large scale), Part 3 of Article 30, subparagraphs "a" and "b" of Part 4 of Article 229.1 of the Russian Criminal Code (attempted smuggling of narcotic drugs by an organized group on an especially large scale).
According to investigators, Adciti, as part of an organized group, committed the smuggling and shipment of narcotics, as well as attempted smuggling and illegal sale of a total of more than 89 kg of cocaine.
For the purposes of conspiracy, a remote method of drug delivery to St. Petersburg was used - via hidden compartments in containers with a cargo of bananas, placed on transatlantic ships sailing between the Republic of Ecuador and the Russian Federation. The prohibited substance was then placed in hidden storage options equipped in trucks for subsequent transportation across the border of Russia and Georgia to Turkey.
In 2015, the group’s criminal activities were suppressed, its active members were detained and brought to criminal responsibility.
Joseph Adciti, who was aware of the arrest of his accomplices, managed to escape abroad.
On the instructions of the Prosecutor General's Office of the Russian Federation, he was placed on the international wanted list in August 2017.
The extradition request was sent in January of this year in connection with Adciti’s detention on the territory of the Republic of Peru.
Thanks to the clear and coordinated actions of the Prosecutor General's Office of the Russian Federation and the organized close cooperation with the competent authorities of Peru, it was possible to achieve a positive decision on extradition in the shortest possible time.
In the absence of direct air traffic between the Russian Federation and the Republic of Peru, translation of materials into Spanish and Turkish was organized in a short period of time, and agreements were reached with the competent authorities of the Republic of Panama and the Republic of Turkey on the transit of the accused.
Accompanied by officers of the Federal Penitentiary Service of Russia and the National Central Bureau of Interpol of the Ministry of Internal Affairs of Russia, the accused will be taken to Moscow.
