Colombia to extradite international drug trafficker at Russia’s request

At the request of the Prosecutor General's Office of the Russian Federation, the competent authorities of the Republic of Colombia are extraditing Vladimir Polyansky to face criminal charges under Part 1 of Article 210 of the Criminal Code of the Russian Federation (leadership of a structural unit of a criminal community), Part 3 of Article 30, Parts 4 and 5 of Article 228.1 of the Criminal Code of the Russian Federation (attempted illegal sale of narcotics on a large and especially large scale).

According to investigators, Polyansky headed a structural division of a criminal organization created in 2008, which was engaged in the supply from abroad and the sale of particularly large quantities of drugs on the territory of the Russian Federation, primarily in Moscow, St. Petersburg, and the Leningrad and Moscow regions.

For the purposes of conspiracy and coordination of the criminal community's activities, a mobile application designed for instant exchange of self-destructing messages was used. The prohibited substances were placed in hiding places equipped in trucks for subsequent transportation to storage locations, packaging and distribution through "interregional couriers" and "stashers".

In 2021, criminal activity was stopped, and more than 131 kg of plant-based and synthetic narcotics were seized from illegal circulation.

Since the accused absconded from law enforcement agencies, a preventive measure in the form of detention was imposed upon him in absentia. On the instructions of the Prosecutor General's Office of Russia, he was put on the international wanted list in August 2017.

The extradition request was submitted in August 2021 in connection with Polyansky's detention in Colombia.

In 2022, the competent authorities of the Colombian side made a decision on extradition, which was appealed by the accused in the Supreme Court and the Ministry of Justice of the Republic of Colombia. Thanks to organized close cooperation with the competent authorities of the Republic of Colombia, it was possible to provide materials refuting the unfounded arguments of Polyansky and his defenders in the shortest time possible.

The extradition process in the territory of the Republic of Colombia was multi-stage with adversarial proceedings in court. The final decision on extradition entered into legal force on June 3, 2025.

In the absence of direct air traffic between the Russian Federation and Colombia, the translation of materials into Turkish was organized in a short period of time, and an agreement was reached with the competent authority of the Turkish Republic on Polyansky’s transit.

The accused will be taken to Moscow accompanied by officers of the Federal Penitentiary Service of Russia and the National Central Bureau of Interpol.
