On the first day of the working visit to Rio de Janeiro Igor Krasnov held a number of meetings with his foreign colleagues

Welcoming the National Director of Public Prosecutions of the Republic of South Africa Shamila Batohi, the Prosecutor General of Russia emphasized that their meeting had become a tradition and also noted the intensification of bilateral cooperation between the two offices.

Igor Krasnov said that the expert workshop on recovery of assets from crime from abroad held in Saint Petersburg in May demonstrated high interest of all BRICS colleagues in improving this work.

He added that for these purposes a draft multilateral agreement on cooperation between the BRICS Prosecution Services in the designated area has been prepared on an initiative basis.

“I am confident that the adoption of such document will allow us to build cooperation in the most constructive and beneficial way for all parties”, the head of the Russian supervisory agency said.

The Prosecutor General of Russia invited the National Director of Public Prosecutions of the Republic of South Africa to support the said draft multilateral agreement.

Igor Krasnov also spoke in favour of the need to further develop contacts at the expert level. He proposed organizing bilateral meetings in Russia and South Africa next year and holding them back-to-back with training events for prosecutors and representatives of other agencies, students and lecturers on the issues of mutual interest.

The interaction between the Prosecutor General’s Office of the Russian Federation and the National Prosecuting Authority of South Africa is carried out both in bilateral and multilateral format. The meeting between Igor Krasnov and Shamila Batohi on the sidelines of the Summit was already the forth in a row. The first communication took place via video conference in 2020as part of the 4th Meeting of Heads of BRICS Prosecution Services. In June 2024 the Prosecutor General of Russia held negotiations with the National Director of Public Prosecutions of South Africa on the sidelines of the 6th Meeting of BRICS Prosecution Services Heads in Saint Petersburg.

During the negotiations with the Attorney General of Singapore Lucien Wong, Igor Krasnov noted that Russia and Singapore have had more than 50 years of diplomatic relations. During this time, interstate cooperation between the two countries has developed in many directions.

“I am convinced that our agencies also have great potential for cooperation, primarily in matters of combating transnational crime, including such manifestations thereof as terrorism, extremism, drug trafficking, use of modern technologies for criminal purposes”, Igor Krasnov said.

“In modern conditions the use of the latest information technologies by international criminal communities threatens the security of any state, that is why Russia and Singapore also should build capacity to create effective barrier to any criminal manifestations”, the head of the Russian supervisory agency emphasized.

He reminded that in August of this year at the session of the UN Ad Hoc Committee a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes was approved, the development of which was initiated by the Russian Federation.

“This document will become the world’s first global international treaty on countering cybercrime. It had provided a legal basis for establishing and strengthening cooperation between the law enforcement agencies of participating States, creating and launching a network of national contact points on a 24/7 basis for the purpose of preventing and investigating such crimes”, the Prosecutor General of Russia noted.

In conclusion Igor Krasnov expressed hope for effective cooperation on all issued of mutual interest and further development of Russian-Singaporean relations in the law enforcement sphere.

Interdepartmental interaction between the Prosecutor General’s Office of the Russian Federation and the competent authorities of the Republic of Singapore is carries out by holding meetings, exchange of opinions on various platforms. Thus, in September 2022 representative of the agencies of the two countries discussed issues of combating financial crimes through expanding international cooperation and increasing the efficiency of asset recovery efforts, and in May 2023 they held consultations on the issues of cooperation in the criminal proceedings sphere. Both events were held via video conference. Today was the first time when the Prosecutor General of Russia and the Attorney General of Singapore met.

During the meeting with his colleagues from the Arab Republic of Egypt Mohamed Shawky Ayad, the head of the Russian supervisory agency note the active cooperation between the prosecutor’s offices on a wide range of issues, including in the context of implementation of previously signed agreements.

The Prosecutor General of Russia said that a meeting of experts from the two countries to exchange experience in the field of combating illegal migration and human trafficking will be held next month in Moscow, and after that issues of international cooperation in the field of extradition of criminal and legal assistance in criminal cases will be discussed in Cairo.

The head of the Russian supervisory agency emphasized the particular importance of cooperation in the sphere of countering corruption and recovery of assets obtained by criminal means, inter alia, taking into account implementation in Egypt of the third phase of the National Anticorruption Strategy for 2023-2030.

“The Russian prosecutor’s office, occupying a central place in the implementation of anticorruption legislation both within the country and in the framework of interaction with its foreign colleagues, pays special attention to these areas of activity”, Igor Krasnov noted.

He also recalled the re-election of the Prosecutor General’s Office of Russia to the Steering Committee of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) and assured of his readiness to work in this and other formats in close partnership with Egyptian colleagues, taking into account and promoting mutual interests.

“As a priority measure I see the synchronization of our approaches in BRICS format to effectively counter challenges related to recovery of assets from abroad. First of all, I am talking about regulating interaction outside the criminal law field, taking into account the specifics of seizure and confiscation of cryptocurrencies and other virtual assets, building unified algorithms that are clear to all parties for working in bilateral and multilateral formats”, the head of the Russian supervisory agency said.

The Prosecutor General of Russia drew attention to the fact that a relevant draft agreement between the BRICS Prosecution Services has been prepared for these purposes. He also expressed confidence that adoption thereof will allow bringing joint activity in this sphere to a qualitatively new level.

“Given the mutual determination of Russia and Egypt to have constructive and depoliticized cooperation I consider it important to expand the horizons of interaction of our offices on multilateral international platforms to promote common interests”, Igor Krasnov emphasized.

The main postulates of interdepartmental interaction between the prosecutor’s offices of the two countries were set out in 2016 in the Memorandum of Cooperation between the Prosecutor General's Office of the Russian Federation and the Office of Prosecutor General of the Arab Republic of Egypt. Further development of professional relationship has been built during repeated bilateral meetings and adoption of documents in various areas of activity. Thus, on June 17, 2024 the meeting between the Prosecutors General of Russia and Egypt was held in Moscow, where the Memoranda of understanding were signed including in the educational sphere, as well as the Program on cooperation between the Prosecutor General's Office of the Russian Federation and the Office of Prosecutor General of the Arab Republic of Egypt.

In the course of negotiations with the Attorney General of the Republic of India R. Venkataramani, Igor Krasnov noted that the states’ leaders Vladimir Putin and Narendra Modi gave Russian-Indian relations the character of a strategic partnership based on mutual understanding and trust in each other.

The Prosecutor General of Russia emphasized that the countries interact effectively, presenting a unified front to promote joint initiatives in both the political and law enforcement spheres.

Igor Krasnov spoke about the powers of the Russian prosecutor’s office and proposed holding joint educational events, wherein educators and practitioners could give lectures on best practices in supervisory and law enforcement activities both for students and teaching staff of higher education institutions, and for current employees.

“I believe that the scientific and educational sphere can become a promising direction for further development of our contacts”, the Russian Prosecutor General said.

Concluding the meeting he assured R. Venkataramani that the Prosecutor General’s Office of the Russian Federation is open to constructive dialogues on any issues of mutually beneficial interest.

The beginning of interaction between the Prosecutor General’s Office of the Russian Federation and the competent authorities of the Republic of India was laid in 2015 on the sidelines of the 13th Meeting of Prosecutors General of the Shanghai Cooperation Organization Member States. Negotiations between the offices were repeatedly held at various platforms in both bilateral and multilateral formats. This meeting was the first for Igor Krasnov and R. Venkataramani.
