Valeriy Georgievich Petrov was born in 1957 in the Irkutsk Region. In 1979 he graduated from Irkutsk State University with a degree in jurisprudence.

1979-1983 – Senior Legal Counsel of the Manufacturing Department of Agriculture of the Nukutsky District Executive Committee of the Irkutsk Region, Novonukutsky settlement of the Nukutsky District of the Irkutsk Region.

1983-1984 – Prosecutor of the Division for Supervision over Investigation and Inquiry in the bodies of the Ministry of Internal Affairs of the Public Prosecutor’s Office of the Buryatiya Soviet Socialist Republic, Ulan-Ude.

He has been repeatedly encouraged for strengthening the rule of law and order and has received state and departmental awards.
